Crown Prosecution Service<br />
The CPS website contains detailed information about the number of defendants<br />
prosecuted for racially/religiously aggravated offences.<br />
Prosecutions:<br />
For the period 2001-2002<br />
2674 defendants prosecuted – racially aggravated offences.<br />
For the period 2002-2003<br />
3616 defendants prosecuted – racially aggravated offences.<br />
The ‘attrition’ rate:<br />
Very little reported racist crime results in a successful prosecution as a ‘racially<br />
aggravated’ crime; though the same attrition rate (from reporting to sentencing) can<br />
be observed for other non racially aggravated crimes, such as rape (RAXEN 4).<br />
British Crime Survey<br />
• The 2000 BCS estimated that the number of racially motivated incidents<br />
(including racist violence) in 1999, for England and Wales, were 280,000. This<br />
estimate was below the 1995 estimate of 390,000 racially motivated incidents.<br />
• The 2000 BCS shows that ethnic minorities are at greater risk of property crime<br />
(as violent crime) than the ‘white’ majority population.<br />
• The 2000 BCS shows that ethnic minorities face similar risks of violence as the<br />
‘white’ majority population; though there is great variation between different<br />
minority groups according to ethnicity, income, place of residence etc.<br />
• BCS data for 2002-2003 – estimates that the number of racially motivated<br />
incidents were 206,000 – a significant reduction from 2000.<br />

• In 2002, 350 antisemitic incidents were reported.<br />
• Of these 350, there were: 5 cases of extreme violence; 42 cases of assault; 55<br />
cases of damage/desecration of property.<br />
• In 2003, 375 antisemitic incidents were reported.<br />
• Of these 375, there were: 54 cases of assault; 72 cases of damage/desecration<br />
