Situational Dominance
To remain relevant in an era in which
information is refreshed at a very rapid
pace calls for a strategy to manage
information that ultimately drives
effective, timely decisions. The sheer
volume of available information requires
Situational
Awareness
Situational
Understanding = Situational
Dominance
a parsing process to identify what is truly relevant to a given situation or setting. Once
identified and formatted, information technology (IT) can transmit the selected
information simultaneously to leaders and a workforce at multiple locations worldwide.
The Installation Management Community will achieve situation dominance by employing
policies, procedures and IT to select, format and transmit information to support the
timely awareness and common understanding required for effective decision making.
Situational Awareness. The intent of situational awareness is to quickly deliver
relevant and actionable information to those who need it for successful mission
accomplishment. Within the IM Community, it is essential for OACSIM, HQ IMCOM,
Region and Garrison leaders to have a common operating picture that is refreshed
through a recurring and disciplined process. The Commander‟s Update Brief (CUB)
provides a model process to identify: information to be briefed; a battle rhythm of
recurring briefing topics; a disciplined, easily understandable format for presentation;
and existing technology to rapidly and widely share the information via video streaming.
Situational Understanding. The intent of situational understanding is to continually
assess our operating environment and accurately forecast the outcome of a course (or
alternative courses) of action and its impact on our mission, goals and objectives.
Excessive data collection and reporting is random, costly activity unless it results in
information leading to a decision. Within the IM Community, we will continue to reduce
redundant or unnecessary data collection and reporting, while improving the quality and
relevance of information brought to leaders, through a disciplined process.
Situational Dominance. As a dispersed enterprise of IM professionals, it is essential
that leaders and our workforce at all levels of the IM Community share both situational
awareness and situational understanding in a timely manner. Each must know their
roles in, and what is required, to support mission success in a very dynamic operating
environment. Regions and Garrisons will implement similar processes at their locations
to achieve situational dominance across their operations.
Additional information on Situational Dominance can be found in Annex B of this IMCP.
