IR8 A Safe and Secure Community for Soldiers, Family Members, Civilians and
Installation Assets
Goal: Provide an effective, capabilities based protection program, coordinated and
assessed with the Senior Commander and local community. Develop viable,
coordinated and exercised MOU/MOA to enhance Community readiness. The program
is designed to deter, detect, respond to, reduce and recover from an “all hazards”, most
likely, crises event.
Metrics:
% installations conducting capabilities based annual full scale exercise IAW the
SC risk and readiness assessment.
% installations meeting DoD and/or Army time standards and capabilities in
response to emergency service calls.
Sub-tasks:
IR8-1: Ensure installations develop an exercise and training plan, coordinated and
approved by the installation Senior Commander that tests all 30 capabilities derived
from the IMCOM Exercise and Training Program.
IR8-2: Ensure installations validate their protection capabilities through full scale
exercises against the most likely threat on an annual basis. The most likely threat is
derived from an all hazards threat spectrum that includes consideration of: natural and
man-made disasters, terrorism, crime and high risk behaviors. The full scale exercise
should be a multi-agency, multi-jurisdictional and multidiscipline, enabling
interoperability, in order to plan, prepare, respond and recover from natural disasters
and/or terrorist attacks and to provide command and control.
IR8-3: Ensure prevention and deterrence is incorporated into the law enforcement,
physical security, antiterrorism, emergency management and fire and emergency
services programs to provide a safe and secure environment for Soldiers, Families, and
Civilians working and living on the installation.
IR8-4: Execute first responder capabilities on our installations based on current and
valid risk assessments.
