Installation Management Campaign Plan
and ARFORGEN. In addition, we will address installation dependency on the national
grid for electric power at a time when these systems capacities are being taxed and
vulnerabilities are better understood.
To accomplish our global mission, the Army requires assured access to affordable
energy and water to meet our operational needs and to operate our bases. We are
implementing initiatives ranging from energy and water efficiency design standards to
process improvements designed to dramatically increase our use of alternative and
renewable energy sources – at home, abroad, and in contingency bases.
We are executing an Army-wide “Net Zero” Initiative. Net Zero embraces a “systems of
systems” approach to reducing water and energy requirements, eliminating waste,
saving money, and increasing capability. Net Zero is defined by clear goals in four
categories:

Energy – Producing as much energy on site yearly as they use;
Water – Limiting yearly consumption of freshwater resources and returning water
to the same watershed without a depletion of groundwater, surface water, or the
quantity and quality of the water;
Waste – Reducing, reusing, and recovering waste streams and converting them
to resource values rather than placing them in landfills; and,
Integrated – Achieving Net Zero energy, water, and waste – all at the same time.
The Army goal is to achieve Net Zero at all installations in each category (energy, water,
and waste).
To meet these and other challenges, we will effectively execute programs that
recognize energy as a key mission enabler and address the priorities outlined in the
Army Energy Security Implementation Strategy, the Army Sustainability Campaign Plan
and other Army guidance and Federal mandates. The Installation Management Energy
Portfolio provides authority, resource tools, example projects, and actions available to
installations in order to improve our energy security posture. We will emplace a strategy
that reduces our global footprint through our everyday actions, such as replacing high
energy light bulbs with compact fluorescents or Light Emitting Diode (LED) fixtures,
reducing the use of petroleum based plastics and reinforcing a green procurement
program. We will educate, provide incentives or alternatives that support this strategy.
We must solicit Senior Commander and other installation tenant engagement to
educate all Soldiers, Civilians, Families and contractors to develop a personal
commitment to reducing energy and water consumption and preserving natural
resources as laid out by the Army Energy Security Implementation Strategy. We will
establish a clear strategy addressing the risks of power supply-disruption and water
