1.5 Regional aquatic network recommendations<br />

Endorse Section 6: Desired Standards of Service (including<br />

provision standard rationale, site selection criteria and<br />

design criteria considerations) as set out in this <strong>Plan</strong>,<br />

ensuring:<br />

performance standards are reflected within future<br />

planning documents<br />

council prepare annual capital works programs in<br />

accordance with the implementation recommendations.<br />

Inform the relevant planning processes of the requirements<br />

for two new aquatic facilities and ensure the placement and<br />

planning of these facilities is considered within subsequent<br />

master planning processes, as follows:<br />

a minor district facility within Palmview<br />

►►<br />

a major district facility within the Caloundra South<br />

►►<br />

development area<br />

the timing and delivery of these facilities will need to<br />

be considered in line with population growth, existing<br />

and future facility demand and sustainable land use. It<br />

is acknowledged that these recommendations may fall<br />

outside the reach of this <strong>Plan</strong>.<br />

Further consideration is required to review the practicalities<br />

of the potential long term relocation of the rectangular<br />

water space from Cotton Tree to the Maroochydore<br />

locality (see Section 1.6: <strong>Sunshine</strong> <strong>Coast</strong> <strong>Council</strong> venue<br />

recommendations, Cotton Tree <strong>Aquatic</strong> Centre).<br />

Place a moratorium on further additions, developments or<br />

re-developments at council owned facilities until council<br />

has received, considered and endorsed individual plans<br />

and development strategies for each facility, consideration<br />

of which will include:<br />

►►<br />

settlement patterns, demographics, community demands<br />

and anticipated needs<br />

►►<br />

infrastructure and service mix to accommodate existing<br />

and future demand<br />

►►<br />

project specific feasibility research<br />

►►<br />

conduct of ‘quadruple bottom line’ cost benefit analysis<br />

►►<br />

incorporation of environmentally sustainable initiatives<br />

►►<br />

whole of life cost implications and risk analysis<br />

►►<br />

partnership opportunities.<br />

In the preparation of the new planning scheme ensure<br />

aquatic and associated ancillary facilities and uses are<br />

consistent with community and sport and recreation land<br />

use designations.<br />

Refer the requirements for active pathway connections<br />

for all council owned aquatic facilities to the Open Space<br />

Strategy and Active Transport <strong>Plan</strong> for immediate planning<br />

and future delivery.<br />
