Desired Standards of Service have been<br />

developed to detail council’s future regional<br />

aquatic infrastructure provision and<br />

embellishment intent across the <strong>Sunshine</strong><br />

<strong>Coast</strong>.<br />

These standards aim to articulate the provision<br />

standard rationale, guiding principles to develop<br />

the network, type of facility, community function,<br />

rate of provision, site criteria and desired<br />

embellishments within this network.<br />

5.1 Provision standards rationale<br />

Provision standards have taken into<br />

consideration:<br />

urban and rural living areas<br />

future regional population projections<br />

the alignment of facilities within the South<br />

East Queensland Regional <strong>Plan</strong>’s identified<br />

Principal and Major Activity Centres of<br />

Maroochydore and Beerwah, Caloundra,<br />

Caloundra South, Kawana, Nambour, Noosa<br />

and Sippy Downs<br />

aquatic facility catchment distances to ensure<br />

adequate facility supply throughout the<br />

regions urban and rural living areas.<br />

Future facility provision will also be guided by<br />

the following considerations:<br />

Is the likely catchment able to sustain a new<br />

aquatic venue without significant demand on<br />

council’s limited resources?<br />

What is the demand (need) and how will the<br />

facility meet the broadest requirements of the<br />

likely catchment population?<br />

Will new facilities have negative effects<br />

on any existing markets, destabilise lease<br />

management arrangements, close existing<br />

pools or disproportionately increase the cost<br />

of aquatic service delivery by council?<br />

Is a ‘greenfield’ site (a) warranted and; (b)<br />

capable of meeting the ‘triggered’ current<br />

need as well as future facility expansion?<br />

Is the upgrade of an existing facility more<br />

practical and able to satisfy unmet demands?<br />

What is the appropriate facility mix? 50 metre<br />

v. 25 metre v. leisure water, etc<br />

Is there adequate funding provision and/or<br />

access to funding?<br />

What is the provision of non-council facilities<br />

within the proposed catchment area?<br />

The catchment formula utilised for this exercise<br />

is as follows:<br />

5 kilometres – applies to all coastal urban<br />

based communities (which typically have<br />

higher density settlements than hinterland<br />

and rural areas) and minor district facilities<br />

10 kilometres – applies to all hinterland<br />

aquatic facilities and major district aquatic<br />

facilities.<br />
