assessments. The IRS paid almost $4 million<br />

over a seven-year period for this system. It<br />

should be used more effectively, or its use<br />

should be discontinued and replaced with a<br />

more cost-effective system.<br />

TIGTA recommended that <strong>the</strong> IRS follow<br />

<strong>the</strong> assessment and documentation<br />

requirements to ensure that its employees<br />

have <strong>the</strong> knowledge and skills needed to<br />

successfully perform <strong>the</strong>ir jobs. In<br />

addition, <strong>the</strong> IRS should ensure that<br />

procedures are established to evaluate<br />

training in compliance with <strong>the</strong> Federal<br />

Workforce Flexibility Act <strong>of</strong> 2004. IRS<br />

management should also use <strong>the</strong> numeric<br />

scores from <strong>the</strong> Employee Satisfaction<br />

Survey to perform analyses in identifying<br />

problems or trends with training, and use<br />

this information in <strong>the</strong> training assessment<br />

and development process. IRS<br />

management agreed with <strong>the</strong><br />

recommendations and will implement<br />

corrective action.<br />
