Management Commentary<br />

• Biannual review programme visits cleared on average in <strong>10</strong>.3 weeks,<br />

against a 12-week target (12.4 weeks in 2008-09);<br />

• Award accuracy 98.7% in all respects (amount <strong>and</strong> process), against<br />

a 95% target (95.9% in 2008-09);<br />

• Administration expenditure 2.8% of total ILF expenditure for the year,<br />

against a 3% target (2.6% in 2008-09); <strong>and</strong><br />

• Users rating our service as ‘good’ or ‘excellent’ at a level of 94.1%,<br />

against a 90% target (90.1% in 2008-09).<br />

A total of 168 staff were employed during the year (average full-time<br />

equivalent). Staff receive salaries on the ILF scale <strong>and</strong> are entitled to<br />

be members of the Principal Civil Service Pension Scheme (PCSPS) –<br />

full details are provided in the Remuneration <strong>Report</strong> on pages 48 to 59.<br />

In addition, over 80 self-employed assessors were engaged to carry<br />

out visits to new applicants <strong>and</strong> existing beneficiaries under the ILF’s<br />

user administration policies.<br />

The ILF has increased its engagement with a range of stakeholders<br />

as part of the ongoing involvement in the development of social care<br />

policy. In particular, the ILF held a series of events across Engl<strong>and</strong> in<br />

order to consult on Government plans for ‘Care <strong>and</strong> support’ <strong>and</strong> the<br />

‘Right to Control’. The ILF held the Charter Mark, <strong>and</strong> has now achieved<br />

the replacement Customer Service Excellence st<strong>and</strong>ard.<br />

Governance <strong>and</strong> social responsibility<br />

The ILF is committed to good employee relations <strong>and</strong> recognises the<br />

Public <strong>and</strong> Commercial Services Union (PCS) as the trade union acting<br />

on behalf of staff. In recognition of the continued good st<strong>and</strong>ards of HR<br />

policies, staff information <strong>and</strong> consultation, the Fund has successfully<br />

retained the ‘Investors in People’ accreditation <strong>and</strong> the ‘Positive about<br />

Disabled People’ (two ticks) during the year. HR policies are regularly<br />

reviewed to ensure full compliance with employment legislation.<br />
