14 Losses <strong>and</strong> special payments<br />
Although grants to individuals are discretionary payments, formal recovery<br />
is sought where the provision of incorrect information has led to incorrect<br />
payment or where the grants have not been used for the intended purpose.<br />
Where recovery is deemed to be unachievable, a loss is recorded. 347 losses<br />
with a total value of £1,151,000 were recorded in <strong>2009</strong>-<strong>10</strong> (395 losses with<br />
a total value of £559,000 for 2008-09). Losses relate to payments originally<br />
made by the ILF <strong>and</strong> cases transferred from the Independent Living (1993)<br />
Fund <strong>and</strong> the Independent Living (Extension) Fund on 1 October 2007.<br />
The value of losses was higher in <strong>2009</strong>-<strong>10</strong> because some long-outst<strong>and</strong>ing<br />
cases were approved for writeoff by HM Treasury.<br />
These are losses that are recorded when it becomes evident that there are<br />
no practical avenues remaining by which to pursue recovery, <strong>and</strong> therefore<br />
no further action is taken by the specialist team. They do not relate to<br />
amounts included in other receivables at note 11 <strong>and</strong>, being past payments<br />
that were recorded as costs when originally advanced, do not represent<br />
a further cost now they are deemed irrecoverable.<br />
No other losses have been incurred by the ILF that require reporting<br />
in this note.<br />
No special payments, which fall to be reported under the disclosure<br />
requirements of the FReM, were made during <strong>2009</strong>-<strong>10</strong>.<br />
(One special payment of £74,000 was made during 2008-09, being<br />
a compensation payment.)<br />
