The Risk Control Framework (RCF)<br />

The ILF’s risk appetite is ‘risk averse’. This is demonstrated in various policies<br />

related to users (for example, application selection, definition of qualifying<br />

support <strong>and</strong> services, unspent moneys, backdating) <strong>and</strong> administration<br />

(for example, control of intranet <strong>and</strong> business email, travel, subsistence<br />

<strong>and</strong> hospitality rules), in the assignment of lead risk owners at Director<br />

level, <strong>and</strong> in the management control processes.<br />

The key str<strong>and</strong>s of the ILF’s risk management strategy are:<br />

• to ensure that there is ownership <strong>and</strong> awareness of risk throughout<br />

the organisation;<br />

• to ensure that a systematic process is in place for identifying, monitoring,<br />

reporting <strong>and</strong> controlling the key risks faced by the ILF in delivering its<br />

corporate agenda – this includes maintaining risk registers which log<br />

risks at strategic, directorate <strong>and</strong> project levels;<br />

• to manage risk in accordance with best practice;<br />

• to provide risk management training;<br />

• to promote <strong>and</strong> communicate risk awareness to staff at every<br />

available opportunity;<br />

• to provide support <strong>and</strong> guidance to our staff <strong>and</strong> give them the<br />

confidence <strong>and</strong> the ability to manage risks at the appropriate level<br />

within the ILF;<br />

• to maintain, review, update <strong>and</strong> test the business continuity plans<br />

that are in place for all areas of the ILF; <strong>and</strong><br />

• to operate a system of annual <strong>and</strong> mid-year Stewardship <strong>Report</strong>ing<br />

whereby at the end of quarter two <strong>and</strong> quarter four, each Director<br />

formally reports to the Accounting Officer on the effectiveness of the<br />

systems of internal control <strong>and</strong> action that they have taken to manage<br />

resources <strong>and</strong> risks within their Directorate.<br />
