Executive Summary<br />
Objectives <strong>of</strong> the Study<br />
This project was commissioned by PhRMA to <strong>in</strong>form the development <strong>of</strong> policy positions with<br />
respect to the role (if any) for <strong>Health</strong> Technology Assessment (<strong>HTA</strong>) <strong>in</strong> emerg<strong>in</strong>g markets, with a<br />
particular focus on Brazil, Ch<strong>in</strong>a and Taiwan.<br />
This project has been undertaken by OHE Consult<strong>in</strong>g with the assistance <strong>of</strong> Lou Garrison and<br />
colleagues at VeriTech Corporation and the University <strong>of</strong> Wash<strong>in</strong>gton, Seattle, and our local<br />
researchers Vanessa Teich, Michael Q<strong>in</strong>, and Ivy Tsai and who have undertaken research and<br />
<strong>in</strong>terviews <strong>in</strong> Brazil, Ch<strong>in</strong>a, and Taiwan, respectively.<br />
<strong>The</strong> objectives <strong>of</strong> the study are as follows:<br />
a) To develop:<br />
i) a categorisation <strong>of</strong> health care systems which can be accepted by key <strong>in</strong>stitutions<br />
and experts <strong>in</strong> the field (WHO, World Bank and academia);<br />
ii)<br />
a categorisation <strong>of</strong> types <strong>of</strong> <strong>HTA</strong> us<strong>in</strong>g def<strong>in</strong>itions recognised by practitioners <strong>in</strong> the<br />
field. Inevitably, these are based on the experiences <strong>of</strong> high <strong>in</strong>come countries, but<br />
can be expressed <strong>in</strong> a form that can support policy development <strong>in</strong> relation to the<br />
current and future healthcare systems <strong>of</strong> low and middle <strong>in</strong>come countries;<br />
b) To comb<strong>in</strong>e these two strands to convey the key message that the relevance and position<strong>in</strong>g<br />
<strong>of</strong> any role for <strong>HTA</strong> <strong>in</strong> a health care system depends on the development stage and structure<br />
<strong>of</strong> that health care system;<br />
c) To use the approach above to analyse current approaches to <strong>HTA</strong>, and options for planned<br />
development <strong>of</strong> <strong>HTA</strong> <strong>in</strong> three emerg<strong>in</strong>g markets: Brazil, Ch<strong>in</strong>a and Taiwan.<br />
<strong>The</strong> outputs <strong>of</strong> this study are <strong>in</strong>tended to enable PhRMA to:<br />
a) develop its public policy positions with<strong>in</strong> a credible framework relat<strong>in</strong>g any potential use <strong>of</strong><br />
<strong>HTA</strong> proposed by payers to the evolution <strong>of</strong> health care systems;<br />
b) develop an appropriate response with<strong>in</strong> this framework to engage and shape <strong>HTA</strong> when it is<br />
put forward by a payer <strong>in</strong> these three countries; and<br />
c) beg<strong>in</strong> to build a network <strong>of</strong> contacts with<strong>in</strong> the three countries to help take its approach<br />
forward.<br />
