federal agencies <strong>of</strong> <strong>in</strong>vestment <strong>in</strong> research (CNPq, FINEP). <strong>The</strong>re are federal funds for DECIT and<br />
resources <strong>of</strong> the M<strong>in</strong>istry <strong>of</strong> <strong>Health</strong> for the Institute for Evaluation <strong>of</strong> New Technologies.<br />
Manufacturers <strong>of</strong>ten contract with consultants to develop <strong>HTA</strong> dossiers for submission to the<br />
government.<br />
In the public system, <strong>in</strong> a federal level, <strong>HTA</strong> is a formal process s<strong>in</strong>ce 2006. However, it has a low<br />
<strong>in</strong>fluence <strong>in</strong> the decision-‐mak<strong>in</strong>g process and the number <strong>of</strong> responses for the dossiers submitted to<br />
the government is low. <strong>The</strong> published guidel<strong>in</strong>e for the development <strong>of</strong> <strong>HTA</strong> dossiers for submission<br />
to CITEC is very much <strong>in</strong>spired by the guidel<strong>in</strong>es from NICE. See Box 1 from Dr. Lemgruber’s<br />
presentation to NICE <strong>in</strong> 2010.<br />

Some <strong>in</strong>itiatives by the M<strong>in</strong>istry <strong>of</strong> <strong>Health</strong> to dissem<strong>in</strong>ate <strong>HTA</strong> must be emphasized. <strong>The</strong> Brazilian<br />
Bullet<strong>in</strong> <strong>of</strong> <strong>Health</strong> Technology Assessment (BRATS) is published every three months to help decision-makers<br />
make more <strong>in</strong>formed decisions. Ten issues have been published to date, but it is not clear if<br />
these evaluations will have l<strong>in</strong>ks with future reviews and <strong>in</strong>corporation decisions. “<strong>Health</strong> and<br />
Economics” is a new publication coord<strong>in</strong>ated by the M<strong>in</strong>istry <strong>of</strong> <strong>Health</strong>, with two issues published<br />
thus far. <strong>The</strong> Brazilian Journal <strong>of</strong> <strong>Health</strong> Economics has been also publish<strong>in</strong>g Brazilian and Lat<strong>in</strong><br />
American studies as an <strong>in</strong>dependent journal.<br />
