<strong>of</strong> drug benefit.<br />

Whilst there is grow<strong>in</strong>g <strong>in</strong>terest <strong>in</strong> the potential importance <strong>of</strong> evidence-­‐based cl<strong>in</strong>ical practice<br />

guidel<strong>in</strong>es <strong>in</strong> manag<strong>in</strong>g chronic disease, it is not clear that <strong>HTA</strong> is play<strong>in</strong>g any role <strong>in</strong> the development<br />

<strong>of</strong> guidel<strong>in</strong>es. <strong>The</strong> new MoU between the MoH and the UK NICE may <strong>in</strong>itiate greater use <strong>of</strong><br />

guidel<strong>in</strong>es to better manage chronic disease.<br />

<strong>The</strong> focus for the use <strong>of</strong> economics is on <strong>HTA</strong> for “micro-­‐technologies” rather than look<strong>in</strong>g at other<br />

“macro” aspects <strong>of</strong> system architecture which may yield higher ga<strong>in</strong>s such as reform to hospital<br />

payment systems and to the drug distribution process.<br />

Ch<strong>in</strong>a’s current strategy is to <strong>in</strong>crease the public sector share <strong>of</strong> health spend<strong>in</strong>g <strong>in</strong> order to provide<br />

affordable access to basic health care for its population. Once this is achieved there will then be<br />

questions as to: how the m<strong>in</strong>imum package <strong>in</strong>creases over time; the extent <strong>of</strong> heterogeneity <strong>of</strong><br />

benefits <strong>of</strong>fered to different population groups and geographical areas with<strong>in</strong> the public schemes;<br />

and the extent to which people “top up” the public system with additional services purchased<br />

through supplementary <strong>in</strong>surance or out-­‐<strong>of</strong>-­‐pocket.<br />
