street movement. Main street traffic has the<br />

right-<strong>of</strong>-way and traffic flow is generally<br />

unimpeded. Detailed ex<strong>plan</strong>ation <strong>of</strong> LOS criteria<br />

and the traffic analysis itself are included in the<br />

Appendix.<br />

As is seen in Figure 5, the analysis confirms the<br />

peak period traffic delay and congestion at the<br />

study intersections in the vicinity <strong>of</strong> the<br />

Merrimack River bridges, with unacceptable VLOS<br />

E or F at most locations during both peak hours.<br />

In particular, the Pawtucket Street corridor and<br />

both ends <strong>of</strong> the <strong>University</strong> Avenue and School<br />

Street bridges experience deficient traffic<br />

operations, with delays and queuing that affect<br />

UMass Lowell commuters and general traffic<br />

alike.<br />

Of equal importance is the fact that the traffic<br />

delays and queuing on the roadway network<br />

significantly impact the UMass Lowell shuttle<br />

operations during peak periods. Combined with<br />

deficiencies in pedestrian accommodations and a<br />

dearth <strong>of</strong> bicycle facilities, this presents<br />

significant challenges for movement between<br />

and around the UMass Lowell <strong>campus</strong>es. This is<br />

more than just a mobility issue for UMass Lowell<br />

and the City <strong>of</strong> Lowell – there are many real safety<br />

issues associated with the <strong>transportation</strong><br />

infrastructure supporting the <strong>campus</strong>es, such as<br />

missing or inadequate pedestrian<br />

accommodations.<br />
