Mid-term recommendations for implementation<br />

These recommendations should be initiated now and implemented within 2-5 years.<br />

TDM MEASURE<br />

1. LRTA advocacy/coordination (Route<br />

6 and 7, Gallagher)<br />

2. Automatic vehicle location on shuttle<br />

buses<br />

3. Strict parking enforcement/Fine<br />

collection<br />

DESCRIPTION<br />

The <strong>University</strong> would assess commuters’ satisfaction with the LRTA and suggest route changes to serve<br />

<strong>University</strong> commuters. The <strong>University</strong> would also continue to advocate for improved funding and service for<br />

LRTA.<br />

Increases patronage on <strong>campus</strong> shuttles by reducing wait time, enhances sense <strong>of</strong> reliability, and sets travel<br />

time expectations<br />

Strict enforcement deters non-permit holders from parking in <strong>University</strong> facilities<br />

4. Parking lot data collection program Enables Parking and Transportation to analyze occupancy, distribution <strong>of</strong> parking demand, and time <strong>of</strong><br />

day demand for each lot. Analysis could lead to changes in parking management strategies or policies<br />

to maximize utilization <strong>of</strong> parking spaces and minimize customer searching. Also enables Parking<br />

and Transportation to benchmark and monitor changes to parking demand based on growth and/or<br />

implementation <strong>of</strong> TDM programs.<br />

5. Recurring Transportation Survey A recurring <strong>transportation</strong> survey not only will establish a baseline for commuter mode use but it will also<br />

show the progress <strong>of</strong> TDM programs and initiatives. Data from this <strong>transportation</strong> survey can help fulfill data<br />

collection and reporting requirements under Massachusetts Rideshare Regulation.<br />

6. Encourage staff/faculty residency in<br />

Lowell/within 1 mile<br />

Encouraging UMass Lowell constituents to live within 1 mile <strong>of</strong> <strong>campus</strong> opens additional opportunities to use<br />

alternative <strong>transportation</strong> modes such as walking and bicycling.<br />

7. Transit access for the disabled Providing access to transit on <strong>campus</strong> shuttles for the <strong>University</strong>’s disabled community is critical since few<br />

other <strong>transportation</strong> alternatives are available<br />
