4. HUMAN DEVELOPMENT RESULTS AND UNDP’S CONTRIBUTION<br />

gender and the fight to contain natural and man-made<br />

disasters. The UNDP has contributed to progress in key<br />

areas, most notably by:<br />

Putting a spotlight on Turkey’s important human<br />

development challenges and advocating for change<br />

through the NHDRs<br />

Building local capacity for participatory governance<br />

under the LA 21 programme<br />

Converting regional infrastructure programmes in lessdeveloped<br />

regions into programmes that comprehensively<br />

address Turkey’s regional disparities in human<br />

development in the context of the GAP programme<br />

Raising environmental awareness, building<br />

Government and CSO capacity, and funding with<br />

the GEF many small projects in the area of<br />

environmental protection<br />

Raising awareness on and building national capacity<br />

to address important gender issues<br />

Responding promptly to national disasters and crises<br />

by assuring the effective coordination of UN support<br />

to national crises responses.<br />

In the implementation of these and its other programmes,<br />

the UNDP faced many challenges from which important<br />

lessons can be learned for the future. These are:<br />

To be selective and focused in programme initiation,<br />

ensuring that the UNDP works in areas of its<br />

relative strengths<br />

To secure Government and other national<br />

stakeholders’ ownership of the programmes initiated<br />

with UNDP support – some potentially important<br />

programmes were not completed due to lack of<br />

ownership by the implementing agencies<br />

To ensure that the successful programmes are<br />

sustainable and can be scaled up for lasting results<br />

and wide-ranging impact<br />

To monitor all programmes, whether successful or<br />

not, and evaluate their results for lessons learned on<br />

which future initiatives can be built<br />

In addition to these challenges, the UNDP also<br />

confronted issues of resource mobilisation and operational<br />

modalities. These will be explored in the next chapter.<br />
