ASSESSMENT OF DEVELOPMENT RESULTS, TURKEY<br />
A. Background<br />
The Evaluation Office (EO) of the <strong>United</strong> <strong>Nations</strong> <strong>Development</strong><br />
<strong>Programme</strong> (UNDP) has launched a series of country evaluations, called<br />
Assessments of <strong>Development</strong> Results (ADRs), in order to capture and<br />
demonstrate evaluative evidence of the UNDP’s contributions to<br />
development results at the country level. Undertaken in selected countries,<br />
the ADRs focus on outcomes and critically examine achievements and<br />
constraints in the UNDP thematic areas of focus, draw lessons learned and<br />
provide recommendations for the future. The ADRs will also recommend<br />
a strategy for enhancing performance and strategically positioning UNDP<br />
support within national development priorities and UNDP corporate<br />
policy directions.<br />
The overall objectives of the ADRs are:<br />

Support the Administrator’s substantive accountability function to the<br />
Executive Board and serve as a vehicle for quality assurance of UNDP<br />
interventions at the country level.<br />
Generate lessons from experience to inform current and future<br />
programming at the country and corporate levels.<br />
Provide to the stakeholders in the programme country an objective<br />
assessment of results (specifically outcomes) that have been achieved<br />
through UNDP support and partnerships with other key actors for a<br />
given multi-year period.<br />
An ADR was carried out in Turkey in 2003. It covered the period<br />
1998 to 2003, i.e. the Country Cooperation Frameworks (CCFs) for 1995-<br />
2000 as well as 2001-2005. The assessment also as necessary covered<br />
preceding periods where there was evidence that support prior to 1998-<br />
2003 served as foundation for present developments. Furthermore, the<br />
assessment is forward-looking and aims to contribute to future strategic<br />
positioning of the UNDP’s programme in Turkey.<br />
B. Objectives of the Assessment<br />
The ADR evaluation will look at the results achieved for the period of<br />
1998 to 2003. It will take into account both envisaged results under the<br />
1995-2000 CCF as well as the 2001-2005 CCF, as expressed in the SRF.<br />
The evaluation will consider the key results and goals in this period, as<br />
described in Annexe 2, with the main intended objectives described in the
