various planning instruments of UNDP (UNDAF, CCF,<br />
SRF) and the UNDP programme portfolio. In doing so,<br />
this ADR should take a forward-looking approach and<br />
contribute to strategic planning for UNDP programme<br />
interventions in Turkey in the future. The purpose of the<br />
evaluation is to review the experience of the UNDP<br />
in Turkey, draw lessons learned and recommend<br />
improvements for strengthening the UNDP’s overall<br />
performance and support to the country. In doing so, the<br />
ADR exercise will focus more in-depth on certain key<br />
topics of relevance to past as well as future UNDP<br />
contribution to development results in the country. From<br />
discussions with a range of stakeholders and review of<br />
relevant documents, it is clear that EU accession is the<br />
main priority for the Government. A forward-looking<br />
evaluation will need to include considerations relevant to<br />
the accession issue. It is equally clear, and linked to the<br />
EU accession, that regional disparities in terms of<br />
governance and poverty are key development issues in<br />
Turkey today, and need to be included as a consideration<br />
for the evaluation. The areas of East and Southeast<br />
Anatolia require particular attention due to their<br />
development situation, which is also reflected in the<br />
establishment of special Government programmes for<br />
these areas. The UNDP’s experience and comparative<br />
advantages further suggests that issues of poverty as well<br />
as local governance and capacity building would continue<br />
to be key areas of involvement and hence should be<br />
subject to review. Specifically, the ADR in Turkey will:<br />
<br />
Provide an overall assessment of the results achieved<br />
through UNDP support and in partnership with<br />
other key development actors during 1998-2003 with<br />
specific in-depth assessments of Local Governance<br />
and Capacity Building, as well as Regional<br />
Disparities and Poverty, which were identified<br />
during the exploratory mission undertaken in<br />
September. (See In-Depth Studies TORs.) The<br />
evaluation should also cover preceding periods in<br />
order to bring out the historic presence of the UNDP<br />
in Turkey and draw links from current achievements<br />
to early UNDP interventions prior to 1998 as<br />
appropriate. The analysis should focus on how the<br />
results were achieved, identify the factors that<br />
accounted for success or failure and draw lessons,<br />
with particular attention to:<br />
• Results produced, effectiveness of approach, lessons<br />
learned and resulting strategic options relating to<br />
UNDP’s interventions in Local Governance and<br />
Capacity Building.<br />
• Strategic approach and targeting, as well as the<br />
actual results produced to date, and resulting strategic<br />
options relating to UNDP’s interventions in<br />
Regional Disparities and Poverty.<br />
The issues of EU accession as well as regional<br />
disparities with emphasis on East and Southeast Anatolia<br />
are key issues that impact the UNDP’s past, present and<br />
future programme, and should be seen as cross-cutting<br />
through both the above themes.<br />

Provide an analysis of how the UNDP has positioned<br />
itself strategically to bring added value and responded<br />
effectively to changing national development needs<br />
and priorities with special attention to:<br />
• The entry points and strategy selected by the UNDP<br />
in support of the national development agenda,<br />
especially within its areas of focus, and in particular<br />
the overarching goal of poverty reduction;<br />
• The key current strategies of the CCF: partnerships<br />
for development, moving to upstream policy support,<br />
results orientation and intended entry points within<br />
the current framework<br />
• The nature and level of cooperation with different<br />
development partners.<br />
Based on the analysis of key achievements and overall<br />
findings, draw lessons and provide clear and forwardlooking<br />
recommendations in order to suggest optimal<br />
strategies for the UNDP in the future.<br />
C. Scope of the assessment<br />
The evaluation will undertake a comprehensive review of<br />
the UNDP programme portfolio and activities during the<br />
period under review, with a more in-depth focus on Local<br />
Governance and Capacity Building, as well as Regional<br />
Disparities and Poverty. Specifically, the ADR will<br />
cover the following:<br />
1. STRATEGIC POSITIONING<br />
Assess whether the programme is effectively and<br />
strategically focused and selective, responsive to key<br />
client priorities and draws on UNDP’s comparative<br />
advantages. Ascertain its relevance to national<br />
development priorities, including relevance and<br />
linkages with the overarching goal of reducing<br />
poverty and achieving the Millennium <strong>Development</strong><br />
Goals (MDGs). This may include an analysis of the<br />
perceived comparative strengths of the programme<br />
and a review of the major national challenges to<br />
development. The evaluation will assess UNDP<br />
support in relation to the Government’s<br />
macroeconomic and social development policies and
