Internal Environmental Management System (EMS) Audits 70 • A program of internal audits of the University’s EMS continued throughout 2006. The local EMS is internally audited against the criteria of ISO 14001:2004 in all academic and administrative divisions of the University and a number of its controlled entities. During 2006 over 450 criteria were audited across the University. Overall the University achieved less than three percent nonconformances. Auditees are required to develop action plans to address all adverse audit findings and the internal audit program reviews the auditees’ progress in addressing the non-conformances. Educating the University and the Wider Community • The University’s environmental communication and education initiatives include celebrating World Environment Day. This breakfast event was well attended in 2006 and the keynote speaker was the Honourable Tom Roper, Board Member of the Climate Institute and Greenfleet Australia, and Project Leader for the Global Sustainable Energy Islands Initiative. • The University offers major courses in postgraduate environmental studies through the Office for Environmental Programs (OEP), which coordinates the Graduate Environmental Program (GEP). The GEP comprises six postgraduate coursework programs on environmental sustainability across 10 faculties. International benchmarking indicates the interdisciplinary program is highly innovative in its field. In 2006, 162 students were enrolled in the OEP program and enrolments are increasing. The OEP also has ongoing arrangements to collaborate with Parks Victoria on a number of environmental research topics. The University of Melbourne Annual Report 2006 • The University hosted a number of guest lectures and conferences related to the environment in 2006, including the Australian Institute of Energy (AIE) National Conference. 2. Freedom of Information In the period from 1 July 2005 to 30 June 2006 eight new requests for documents were received. These comprised four requests for personal documents and four requests for nonpersonal documents. Access in full was given to two requests, partial access to two requests, ‘no documents found’ was advised in three cases and one was unresolved within the reporting period. The Principal Officer of the University is the Vice-Chancellor. The Senior-Vice Principal is the formally designated Freedom of Information Manager of the University. Whistleblowers Protection Act 2001 University Procedures The University is committed to ensuring full compliance with the aims and objectives of the Whistleblowers Protection Act 2001 (The Act). It tolerates neither improper conduct by University staff and Council members nor the taking of reprisals against those who come forward to disclose such conduct. The University recognises the value of transparency and accountability in its administrative and management practices and supports the making of disclosures that reveal corrupt conduct, conduct involving a substantial mismanagement of public resources, or conduct involving a substantial risk to public health and safety or the environment. The University will take all reasonable steps to protect people who make such disclosures from any detrimental action in reprisal for making the disclosure. It will also afford natural justice to any person who is the subject of the disclosure. The University’s procedures for reporting disclosures of improper conduct or detrimental action by the University, its staff or members of Council were updated in June 2006 and can be viewed at http://www.hr.unimelb. edu.au/advicesupport/whistleblowers The procedures enable disclosures to be made to the protected disclosure coordinator or to one of the nominated protected disclosure officers.
