Empowerment<br />
When faced with a decision, employees shall ask themselves:<br />
-Is it ethical and legal? Is it the right thing for the public<br />
and the state’s citizens?<br />
-Is it the right thing for the <strong>Arizona</strong> <strong>Department</strong> <strong>of</strong><br />
<strong>Public</strong> <strong>Safety</strong>?<br />
-Is it consistent with <strong>Department</strong> policies, or is there<br />
good and reasonable cause for going outside <strong>of</strong> policy?<br />
-When practical, have those being impacted by the<br />
decision been considered and consulted?<br />
-Is this something for which I am willing to be held<br />
accountable?<br />
-If the answer is “yes” to all <strong>of</strong> the questions then go forward<br />
and make the decision.<br />

To be a national model in providing ethical, effective,<br />
efficient and customer-oriented, state-level law enforcement<br />
services.<br />
