<strong>HomeGround</strong> Social Housing Advocacy & Support Program - SHASP<br />

Program (SHASP)<br />

2. Brief History of Service The SHASP program commenced in 2006 replacing the previous<br />

PHAP (Public Housing Advocacy Program). SHASP is aimed at<br />

providing a more targeted support response to people living in<br />

public housing with complex needs.<br />

There was an initial stage of transition for SHASP where it took<br />

some 6-12 months to really implement the new program. At this<br />

point in time, only the Office Of Housing (OOH) were able to refer<br />

into SHASP.<br />

However it soon became very apparent through the number of selfreferrals<br />

and agency referrals requested that SHASP‟s referral<br />

pathways be broadened and from July 2007, the SHASP guidelines<br />

were updated to formally reflect this.<br />

As a result of expanding the referral pathways and a commitment<br />

to strengthening good working relationships with the OOH for<br />

referrals and advocacy, <strong>HomeGround</strong> SHASP is now a high<br />

volume support service and manages a waiting list.<br />

Building relationships with OOH has been a fundamental part of the<br />

development of the SHASP program and being able to achieve<br />

successful outcomes for clients and keep people housed.<br />

10. Funding Sources SHASP are funded by the Office of Housing.<br />

80% of funding is for targeted support to at risk tenancies or new<br />

tenancies.<br />

20% of funding is for advocacy or assistance to early housing<br />

applicants.<br />
