The Bidder shall propose the Reference Tariff for HFO Operation in the manner prescribed in<br />

Annex D, Exhibit II, comprising of Reference Capacity Price (in Dollar/kW-month and Taka/kW-<br />

Month) and Reference Energy Price (in Dollar/kWh and Taka/kWh) for each Contract Year in<br />

Bid Date values (i.e. without any adjustment or indexation for exchange rate or inflation after the<br />

Bid Date). Once established through this bidding process, the Reference Tariff of the successful<br />

Bidder (that is, the Project Sponsor) will remain unchanged, except for any indexation or<br />

adjustment for Exchange Rate, Local Index and Foreign Index as provided for in the PPA.<br />

The Bidder is required to propose the following three components of the Reference Capacity<br />

Price for each Contract Year:<br />

i) Reference Non-Escalable Capacity Price or RCPNE, expressed in Dollar per kW per<br />

month;<br />

ii)<br />

iii)<br />

Reference Foreign Escalable Capacity Price or RCPE(US), expressed in Dollar per kW<br />

per month; and<br />

Reference Local Escalable Capacity Price or RCPE(Tk), expressed in Taka per kW per<br />

month.<br />

The Bidder is required to propose the following three components of the Reference Energy Price<br />

for each Contract Year:<br />

i) Reference Foreign Variable Operation and Maintenance Price or RVOMP(US),<br />

expressed in Dollar per kWh;<br />

ii)<br />

iii)<br />

Reference Local Variable Operation and Maintenance Price or RVOMP(Tk), expressed<br />

in Taka per kWh; and<br />

Referenced Fuel Price, expressed in Taka per kWh.<br />

The Bidder shall propose Guaranteed Net Flat Heat Rate applicable for all load levels, which<br />

shall be valid for the Term of the Project. The Bidder shall propose a Fuel Price based on the<br />

Guaranteed Net Flat Heat Rate and the Bid HFO Price defined in the RFP (US Dollar 9.37 per<br />

GJ).<br />

7.4 Constraints on Tariff Charges<br />

Tariff Charges (i.e. Reference Tariff) and components thereof (except as may result from<br />

indexation allowed in the PPA) shall be subject to following limitations and constraints:<br />

a. Total Reference Tariff and each of its components should be greater than zero for each<br />

Contract Year.<br />

b. Each of the components RECP(US), RECP(Tk), RVOMP(US) and RVOMP(Tk) must be<br />

constant or same across all the Contract Years.<br />
