PROPOSED REFERENCE TARIFF AND LEVELIZED TARIFF CHARGE<br />
(TO BE INCLUDE IN ENVELOPE II)<br />
A. BASIS OF PROPOSED REFERENCE TARIFF<br />
The Bidder warrants that the proposed Reference Tariff to be inserted in the tables below, is<br />
based on the requirements of the RFP, and includes but not limited to the following specific<br />
items:<br />
All costs, without exception, required to deliver the specified electric energy, taking into<br />
consideration degradation of equipment in output and heat rate and based on the<br />
Reference Site Conditions defined in Schedule 1 of the PPA.<br />
Minimum requirement for equity investment will be (a) 20 (twenty) percent and (b) the<br />
equity investment in the Facility that in the reasonable judgment of the Lead<br />
Arranger/financial advisor is adequate to satisfy the requirement of Lenders to obtain<br />
debt financing for the Facility.<br />
Explanation of components of Reference Tariff provided in Article 7.3, Section B of the<br />
RFP and Section 13 of the PPA.<br />
Constraints on the Reference Tariff and its components listed in Section B, Article 7.<br />
Assumptions for evaluation of Reference Tariff listed in Section B, Article 7.<br />
For purposes of evaluation, the components which are to be adjusted for Exchange Rate,<br />
Foreign Index, Local Index and HFO Price will remain in constant, Bid Date values; that<br />
is, based on the values of the Bid Exchange Rate and Bid HFO Price as prescribed in the<br />
respective definitions in Section A, Article 1.<br />
Benefits of Implementation Agreement enumerated in the draft Project Agreements<br />
provided in the RFP and Private Sector Power Generation Policy of Bangladesh<br />
(provided in the Data Room).<br />
The terms and conditions of the draft Implementation Agreement and Power Purchase<br />
Agreement provided in the RFP.<br />
Financial Data in Support of Project, Exhibit III, and Bidder’s Project Schedule provided<br />
by Bidder, Exhibit VII.<br />
The Bidder shall complete the schedules and charts in the following pages by providing the<br />
required data where applicable. The Bidder shall not be allowed to make any changes in format of<br />
the schedules and charts.<br />
