B.3 Heat Rate Bidder shall provide the facility’s Guaranteed Net Flat Heat Rate for the entire term of the Agreement based on the Lower Heating Value of HFO. The Guaranteed Net Flat Heat Rate shall be at Reference Site Conditions and shall not be corrected for degradation. Bidders must account for heat rate degradation when establishing their Guaranteed Net Flat Heat Rate.
