4.5.4 Noise Emissions<br />
The operational noise emissions from the Facility should not exceed the<br />
Bangladesh and the World Bank Group ambient noise criteria or limits, for<br />
industrial areas, at the Site boundary, as such limits are in effect thirty (30) days<br />
prior to the Bid Date.<br />
According to World Bank Group Noise Criteria, noise from all sources shall be<br />
reduced such that the total noise level when the facility is operational under any<br />
conditions from minimum to maximum and with all auxiliaries in use does not<br />
exceed 75 dB(A) daytime and 70 dB(A) night time, at the Site boundary.<br />
According to Bangladeshi Environment Conservation Rule 1997, noise level<br />
shall not exceed 75 dB(A) during daytime and 70 dB(A) during nigh time for<br />
industrial areas and 50 dB(A) during daytime and 40 dB(A) during night time for<br />
residential areas.<br />
In order to ensure a safe and satisfactory working environment a sound pressure<br />
level of 85 dB(A) should not be exceeded at 1.0 m from the equipment. In<br />
addition, compliance should be made with all statutory and other mandatory<br />
noise limitation criteria applicable to the Project<br />
5.0 QUALITY ASSURANCE, INSPECTION, COMMISSIONING, AND TESTING<br />
5.1 GENERAL<br />
The Company shall ensure that all work undertaken on the Project throughout the design,<br />
procurement, construction and commissioning, shall comply with the terms of a Quality<br />
Assurance Standard equal to ISO 9001, and provide evidence of meeting this<br />
requirement, all to the approval of <strong>BPDB</strong>.<br />
The whole of the works shall be tested in accordance with the standards adopted for the<br />
Project and the Company’s quality plans and testing procedures. The Facility shall be<br />
tested and commissioned.<br />
5.2 SCOPE OF TESTS<br />
The tests mentioned in this section are not intended to form a complete list of the<br />
numerous tests, which the Company would normally perform to ensure equipment quality<br />
and Facility reliability.<br />
The Company shall be responsible for the submission of test certificates and reports to<br />
<strong>BPDB</strong> for all the tests described here.<br />
<strong>BPDB</strong> or its representatives shall witness tests at the manufacturer’s works as agreed<br />
with the Company. All testing on Site shall be witnessed by <strong>BPDB</strong> or its representative.<br />
The Company shall notify <strong>BPDB</strong> in writing when tests are to be performed. Unless<br />
otherwise specified in the PPA, twenty one (21) days notice shall be given for the<br />
commencement of tests in manufacturer’s works, and ten (10) Day notice shall be given<br />
for the commencement of tests to be performed on Site. The Company shall give <strong>BPDB</strong><br />
not less than forty-eight (48)] hours of each additional tests to be performed on Site.<br />
