4.4.6 Design Loadings<br />
The design for each facility shall incorporate the worst load combination taking<br />
into account the following criteria where applicable:<br />
(a) Dead Loads - all load arising from the mass of materials making up the<br />
permanent works.<br />
(b) Live Loads - all superimposed loads arising from station operations,<br />
testing, traffic, cranes, storage of liquids and the like. These shall be<br />
derived from approved standards and shall represent a minimum load to<br />
be taken.<br />
(c) Wind loads shall be calculated in accordance with the Bangladesh<br />
National Building Code.<br />
(d) Road Loading - the design of the roads shall be satisfactory for the<br />
maximum load anticipated during both the construction and operational<br />
period of the project.<br />
(e) Seismic Loading - the design seismic lateral forces shall be calculated<br />
either by the Equivalent Static Force method, or by the Dynamic<br />
Response Method, based on the requirements of the Bangladesh National<br />
Building Code as a minimum, or other approved, internationally<br />
recognized standard.<br />
4.4.7 Materials<br />
Materials shall be durable and fit for purpose. Materials for external surfaces<br />
shall be selected for aesthetic qualities and proven durability to withstand all<br />
climatic conditions likely to be experienced, ease of maintenance and economy<br />
of cost. Every endeavor shall be made to create as pleasant a working<br />
environment as is practical for the staff working in the buildings of the Facility.<br />
4.4.8 Workmanship<br />
All workmanship shall be in accordance with accepted international practice to<br />
ensure work is fit for the purpose and shall be serviceable for the design life of<br />
the Facility.<br />
4.5 ENVIRONMENTAL REQUIREMENTS<br />
The Project shall comply with the environmental requirements of the GOB (Environment<br />
Conservation Rule 1997) and the World Bank Group environmental requirements or any<br />
Internationally accepted Environmental Guideline for Stack emission Limits as in effect<br />
thirty (30) days prior to the Bid Date, under all ambient conditions. Relevant supporting<br />
documents is to be provided with the proposal for the proposed standards as in effect<br />
thirty (30) days prior to the Bid Date.<br />
Prior to Financial Close, the Project Sponsor must prepare and submit to the Ministry of<br />
Environment and Forest an Intermediate Environmental Evaluation (IEE) or<br />
Environmental Impact Assessment (EIA), as appropriate, which demonstrates that the<br />
Facility will produce impacts that are minimal and within an acceptable range, as well as<br />
meeting all Bangladesh and World Bank Group environmental regulatory requirements or<br />
any Internationally accepted Environmental Guideline for Stack emission. The EIS shall<br />
include, but not be limited to:<br />
