Emergency Plan February 2007 5.1 Cordons Cordons will be established in the first instance by the Police in consultation with other agencies in order to facilitate the operational response. Inner Cordon: To provide immediate security of the incident site and allow operations at the scene to continue in safety and without interruption. Only authorised personnel will be allowed within the inner cordon. It must be recognised that there may be special hazards or the potential for extreme danger according to the circumstances of the incident. Outer Cordon: To control a wide area surrounding the scene. The radius of this controlled area is very much dependent on the type and scope of the incident and the availability of manpower. All access and exit points must be staffed and persons seeking access vetted. Traffic Cordon: Deployed at or beyond the outer cordon preventing vehicle access to the area surrounding the scene. Cordon Control Points: The Police are responsible for logging representatives from other agencies seeking admission within the inner cordon. The Police will appoint a Cordon Control who will issue, if appropriate, and receive passes to authorised persons. 5.2 Evacuation In some circumstances it may be necessary to advise the public on whether they should evacuate an area or stay put and shelter indoors. Some emergencies may necessitate the evacuation of a large surrounding area because of the danger from environmental or structural hazards. The Police are responsible for instigating evacuation but this decision will normally be taken in consultation with the other emergency services and the local authority. An evacuee assembly point may need to be established to provide temporary shelter before the rest centre can be made operational. 5.3 Emergency Centres There are certain specific arrangements in place within Fylde in order to provide shelter and welfare facilities for those people involved in an incident. These provisions take the form of Rest Centres, Survivor Reception Centres, Friends and Relatives Reception Centres and Humanitarian Assistance Centres and are described below. 5.3.1 Rest Centres A Rest Centre is a building which has been designated for the provision of temporary accommodation either for residents of Fylde who have been affected and temporarily made homeless by the emergency, or for persons travelling through or visiting the Borough, who are unable to leave and return home. Plans for the provision of rest centres within the county of Lancashire are set out in the Emergency Centre Guidelines (see Appendix 4). These identify Lowther Pavilion, West Beach, Lytham and various facilities within Pontins Holiday Centre, Clifton Drive North, Lytham St Annes as appropriate locations within the Fylde Borough area. Appendix 12 of this plan contains details of the local arrangements for opening a Rest Centre within the Fylde area. Should the nature of an emergency be such that a Rest Centre is required or be likely to be required, the LCC Emergency Planning Duty Officer will generally liaise with the Executive Manager Consumer Wellbeing & Protection to decide which, if any, of the Designated Rest Centres will be opened or will contact the proposed Rest Centre direct to make arrangements. The Executive Manager Community & Cultural Services will then make the necessary arrangements in accordance with the Rest Centre Guidance to open and appoint a Facilities Manager for the chosen centre(s). The Executive Manager Consumer Wellbeing & Protection will liaise notify the Chief Executive of the actions taken in this respect. Section 5 20 Uncontrolled if Printed Rev.0
