STREET AND THOROUGHFARE CAPITAL IMPROVEMENTS<br />

Participation With Other Government Agencies - Thoroughfares<br />

Provides for <strong>improvement</strong> <strong>of</strong> substandard or overburdened <strong>City</strong><br />

thoroughfares to bring them into compliance with current <strong>City</strong> standards<br />

including safety, lane width and pavement thickness by using matching funds<br />

from other agencies.<br />

PID/TIF Development Public Improvement Districts (PIDs) and Tax<br />

Increment Financing (TIF) districts are special districts used to finance<br />

planned economic development activities in specific target areas <strong>of</strong> the <strong>City</strong>.<br />

Capital <strong>improvement</strong> projects provide for the engineering and construction <strong>of</strong><br />

street, drainage, landscaping and streetscaping <strong>improvement</strong>s at the<br />

beginning <strong>of</strong> the redevelopment process to encourage private investments in<br />

PIDs and TIFs.<br />

Pr<strong>of</strong>essional Services and Debt Issuance Provides funding for certain<br />

costs associated with <strong>capital</strong> <strong>improvement</strong> projects. These costs include<br />

studies and long-range plans, debt issuance costs, and reimbursements to<br />

the General Fund for pr<strong>of</strong>essional staff services such as design, survey, land<br />

acquisition fees and engineering. Debt issuance and CIP Engineering costs<br />

are paid from the interest earned on bond proceeds.<br />

Public Art Includes the public art initiatives throughout the <strong>City</strong> <strong>of</strong> <strong>Dallas</strong>.<br />

Funds generated by Public Art appropriations are used for the design<br />

services <strong>of</strong> artists, for the selection, acquisition, commissioning and display<br />

<strong>of</strong> artworks and for administration <strong>of</strong> the public art projects.<br />

Public/Private Partnerships Provides cost participation for street<br />

infrastructure <strong>improvement</strong>s related to Public/Private Development.<br />

Sidewalk Improvements Sidewalk replacement cost sharing program<br />

between the <strong>City</strong> and the citizens. This program was created to assist<br />

property owners with the cost <strong>of</strong> replacing sidewalks. Under this program, the<br />

<strong>City</strong> pays 50% and the property owners pay 50% <strong>of</strong> the cost to replace the<br />

sidewalk.<br />

Sidewalk Petitions Provides for a new sidewalk that is petitioned by<br />

citizens. Sidewalk petition projects are validated by meeting the following<br />

requirements:<br />

• Signatures <strong>of</strong> 2/3 majority <strong>of</strong> the abutting property owners and ½ <strong>of</strong><br />

the property frontage, or<br />

• Signatures <strong>of</strong> ½ <strong>of</strong> the abutting property owners and 2/3 rds <strong>of</strong> the<br />

property frontage.<br />

Sidewalk Safety Provides for new sidewalks in high pedestrian areas.<br />

These projects are requested by parents, teachers, school administrators<br />

and general public and are submitted to the Citizen Safety Advisory<br />

Committee for review. Adjacent property owners are assessed for a portion<br />

<strong>of</strong> the cost.<br />

Street Improvements Funding for engineering and construction.<br />

St. Modifications and Bottleneck Removal Transportation projects that<br />

provide a mobility <strong>improvement</strong> at a location where the capacity is currently<br />

constrained.<br />

Street Petitions Engineering and construction <strong>of</strong> street paving petition<br />

<strong>improvement</strong>s requested by property owners through the Property Owners<br />

Cost Participation Program (POCPP). Petitions must represent a two-thirds<br />

majority <strong>of</strong> the abutting property owners and/or residents adjacent to<br />

unimproved street for a valid paving petition. Property owners are assessed<br />

for a portion <strong>of</strong> the cost.<br />

Street Reconstruction Engineering and construction <strong>of</strong> street that have<br />

exceeded their structural life expectancy.<br />

Street Resurfacing Street Resurfacing Design and construction for streets<br />

that need resurfacing. Resurfacing consists <strong>of</strong> removal <strong>of</strong> previous asphalt<br />

overlays or milling <strong>of</strong> existing concrete, repairs to base pavement, curb,<br />

gutter, and sidewalks, where required for the resurfacing project and<br />

placement <strong>of</strong> new or recycled asphalt overlays or concrete repairs and traffic<br />

markings, as necessary.<br />

Streetscape/Urban Design Design and installation <strong>of</strong> sidewalks, barrierfree<br />

ramps, brick pavers, trees and planting materials, irrigation systems,<br />

street lighting, and pedestrian lighting.<br />
