PARK AND RECREATION CAPITAL IMPROVEMENTS<br />

MISSION<br />

The mission <strong>of</strong> the Park and Recreation Capital Improvement Program is to:<br />

• Recover the quality and prestige <strong>of</strong> the <strong>Dallas</strong> park system<br />

• Regain the confidence and enthusiasm <strong>of</strong> our citizens<br />

• Reposition the <strong>Dallas</strong> Park and Recreation Department as a<br />

recognized state and national leader<br />

“A Renaissance Plan for <strong>Dallas</strong> Parks and Recreation in the 21 st Century”<br />

This program provides for the design, construction and maintenance <strong>of</strong> Park<br />

and Recreation facilities including: playgrounds, major parks, public facilities,<br />

athletic facilities, aquatic facilities, erosion control, site development, historic<br />

preservation, and service facilities.<br />

HIGHLIGHTED ACCOMPLISHMENTS FOR FY 2011-12<br />

1. Completion <strong>of</strong> recreation center renovations at Anita Martinez<br />

(interior and exterior), Campbell Green (exterior), Fretz (interior),<br />

Willie B Johnson (interior and gymnasium); and, the expansion <strong>of</strong><br />

Churchill, Kidd Springs and Jaycee Zaragoza recreation centers.<br />

2. Playground replacements completed at Apache, Cochran, Glendale,<br />

Fireside, Fox Hollow, Holcomb, JP Hawn, John C Phelps, Kiest,<br />

Lake Highlands, Lochwood, Moore, Sand Springs, Scotland,<br />

Sugarberry and Wonderview parks.<br />

3. Trail completions: Elmwood Parkway and Northaven (Phase I). Trail<br />

lighting along Cottonwood Trail.<br />

4. Completion <strong>of</strong> Belo Garden, NorthBark Park.<br />

5. Pavilions completed at Cotillion, Danieldale, Royal, Umphress, Webb<br />

Chapel and Westmoreland parks. Restoration <strong>of</strong> the WPA-era<br />

pavilion at Stevens Park completed.<br />

HIGHLIGHTED OBJECTIVES FOR FY <strong>2012</strong>-<strong>13</strong><br />

1. Complete playground replacements: Casa Linda, Cedar Run,<br />

Friendship, Fruitdale, Glencoe and Ricketts Branch parks; and,<br />

playground expansions at JJ Lemmon, Lake Highlands North and<br />

White Rock Lake parks.<br />

2. Complete construction <strong>of</strong> the Trinity Strand Trail (Phase I), White<br />

Rock Creek Trail, Five Mile Creek Trail from Kiest Park to<br />

Westmoreland, Five Mile Creek Trail between Glendale Park and<br />

College Park and the northern extension <strong>of</strong> the White Rock Creek<br />

Greenbelt Trail.<br />

3. Complete Elm Fork Athletic Complex, Trinity River Standing Wave<br />

and Woodall Rodgers Deck Park.<br />

4. Complete pavilion construction at College, Kidd Springs, Lakeland<br />

Hills and McCree parks.<br />

5. Complete Beckley Saner, Cummings, Harry Stone, Samuell Grand<br />

and Walnut Hill recreation center expansion and renovation projects.<br />

6. Complete renovations at the Luna Vista Golf Course and clubhouse<br />

at the LB Houston Athletic Complex and the Tenison Driving Range.<br />

SERVICE DESCRIPTIONS<br />

Administrative and Internal Service Facilities Provides for service facilities<br />

required to effectively and efficiently deliver services in an expanding park<br />

system.<br />

Aquatic Facilities These <strong>improvement</strong>s provide for new neighborhood<br />

spraygrounds, family aquatic centers and infrastructure <strong>improvement</strong>s to<br />

Park and Recreation public swimming pools. The <strong>improvement</strong>s may include<br />

new filtration systems, new piping and chlorination systems, replastering <strong>of</strong><br />

pool walls, new perimeter fencing, new decking and <strong>improvement</strong>s to the<br />

restroom and changing facilities.<br />

<strong>City</strong>wide Parks Projects have a broader benefit to the citizens. Included<br />

within these projects are storm water quality <strong>improvement</strong>s, park accessibility<br />

<strong>improvement</strong>s and land acquisition.<br />

Code Compliance, Safety and Security Provides a mechanism to address<br />

major critical needs throughout the city.<br />
