Hullabaloo Children’s Arts Festival In 2010, Hullabaloo took place simultaneously in both Birr and Clara during the October midterm break. There were over 50 workshops and performances for children and families, with an estimated participation of over 700 children. The festival, running for its first year in Clara, was warmly received. A dedicated local committee, with the assistance of the Arts Office, co-ordinated and administered the festival. Support and Information Service to Professional, Amateur, Voluntary and Community Groups and Individuals The Arts Office is a resource for artists and organisations that require advice, direction and information on developing and promoting their arts practice. This element of the service is based on best practice principles in all forms of arts development and is intended to give rise to increased confidence in quality methods and professional approaches. Artist Daniel Doyle carved a giant pumpkin out of 40 tonnes of sand at Birr Castle Courtyard Belmont Mill Artists Studios Increasingly becoming nationally renowned for its idyllic setting, the Mill continues to attract visiting artists and tourists into Offaly as well as providing a facility for community activity. In 2010, ten artists stayed at the studios including renowned Irish artist Brian Bourke, lectures were held by the National Gallery of Ireland as well as exhibitions and tours. Town Development Plans), Local Area Plans, Village and Sraid Plans. Planning Control involves the processing of planning applications and the taking of appropriate enforcement action where necessary. County Development Plan 2009 – 2015 The Offaly County Development Plan 2009-2015 was formally made on the 19 th January 2009 and came into effect 4 weeks later, on the 16 th February 2009. The County Manager is required to prepare a report two years after the making of the Development Plan on the progress achieved in securing the objectives of the Plan. This report was prepared at the end of 2010 and was presented to the members in January 2011 and concludes that a variation to the County Development Plan is required to be undertaken in order to comply with the provisions of the Planning and Development (Amendment) Act 2010. This will entail the inclusion of a ‘Core Strategy’ Tullamore Town & Environs Development Plan 2010 - 2016 The Development Plan for the town of Tullamore for the period 2010 to 2016 was adopted by Members of Tullamore Town Council on the 13 th May 2010. It was jointly adopted by members of Tullamore Town Council and Offaly County Council on the 17 th May 2010 and came into force on the 14 th June 2010.
