Due to the inclement weather conditions (flooding & winter<br />

maintenance) experienced in 2009 and over the winter/<br />

spring period of <strong>2010</strong> expenditure by <strong>Offaly</strong> <strong>County</strong> <strong>Council</strong><br />

on National Primary/Secondary Road Maintenance were<br />

much greater than in recent years.<br />

Temperatures as low as -10.00 degrees were experienced<br />

across the midlands resulting in sections of the pavement<br />

on national road network breaking out in potholes overnight,<br />

due to frost heave. The repair cost to these sections<br />

of road was estimated at approximately €300,000.<br />

Over the period from the beginning of November 2009 to<br />

the end of February <strong>2010</strong> <strong>Offaly</strong> <strong>County</strong> <strong>Council</strong> had to salt<br />

the roads in excess 60 nights. The cost of this operation<br />

alone is in excess of €500,000. The maintenance allocation<br />

for National Primaries was slightly increased from 2009<br />

and there was a 22% reduction in the National Secondary<br />

allocation. These allocations were not adequate in the<br />

present circumstances, especially in relation to winter<br />

maintenance and salting of roads, to maintain the 140.00<br />

Kms of national roads in the <strong>County</strong> in a satisfactory condition.<br />

The allocations received from the National Roads Authority<br />

for <strong>2010</strong> were as follows: -<br />
