Work on the preliminary design, ground investigation and<br />
environmental assessment of the proposed dual carriageway link<br />
between Tullamore and Kilbeggan continued during <strong>2010</strong>. An<br />
Environmental Impact Statement is currently being prepared and is<br />
due to be completed by May 2011. Approval from the NRA to<br />
proceed to CPO/Statutory Process will be sought at that time.<br />

Tullamore By-Pass<br />
The Bypass opened on October 23rd 2009. The construction contract<br />
makes provision for a 3 year maintenance and defects period. The<br />
most significant defect to date was the failure of sections of the<br />
pavement surfacing to comply with specified skid resistance<br />
criteria. Extensive remedial work was carried out during <strong>2010</strong> and<br />
further testing will be carried out during 2011 in order to confirm that<br />
surfacing meets the specification.<br />
2 National Secondary Pavement and Minor<br />
Improvement & Bridge Rehabilitation<br />
The following table indicates the percentage of Minor Improvement<br />
Works (Overlays) carried out between 2006 and <strong>2010</strong> on the National<br />
Secondary Road Network: -<br />

• 1200m of pavement overlay at Bunaterin<br />
• 900m of pavement overlay on the Charleville Road<br />

• 1000m of pavement overlay on the Daingean Road (west and<br />
east of the bypass)<br />
• 500m of pavement overlay on the Tinnycross Road<br />
• 2000m of surface dressing in the townland of Lynally<br />

The <strong>2010</strong> initial allocation of €1,273,000 was divided between pavement<br />
surfacing and pavement repairs. The repair work was carried out<br />
on pavements that suffered structural damage due to the previous<br />
winter severe weather conditions.<br />
