This aspect of work will continue to grow as funding available to<br />
groups is chanelled through OLDC. The Heritage office helped<br />
commission and develop a range of expert reports on Tihilly Monastic<br />
site which the OHAS secured finance for from the Dept of<br />
Environment. It is planned to publish the Tihilly Conservation Plan in<br />
2011.<br />
Community and Enterprise<br />
Community and Enterprise support <strong>Offaly</strong> Local Authorities goals and<br />
strategies as follows:<br />
Providing Civic Leadership for <strong>Offaly</strong> and all<br />
its People, whatever their circumstances or<br />
backgrounds<br />
Supporting <strong>Offaly</strong> <strong>County</strong> Development Board<br />
<strong>Offaly</strong> <strong>County</strong> Development Board (CDB) is nearing the end of the<br />
implementation of the 2002-2012 Strategy.<br />
The CDB is currently concentrating on the 4 priority areas as<br />
identified in the CDB Action Plan 2009-2012 -<br />
• Education and Skills (Lifelong learning).<br />
• Creation and retention of employment and enterprise.<br />
• Sustainable development.<br />
• Social Inclusion Measures action – Implementation of the Local<br />
Anti-Poverty Strategy<br />
Tihilly Monastic Site<br />
The heritage officer is a Board member of the Tullamore Dew<br />
Heritage Centre and she has been involved in the sub committee<br />
which is looking at a 10 year review and business plan for the future.<br />
Outlook for 2011<br />
While budgets remain tight, it is planned to maximise outputs<br />
through working with the Heritage Forum partnerships and<br />
facilitating groups to develop heritage projects. During 2011 the<br />
next Heritage Plan for 2012- 2016 will be prepared.<br />
The Community and Enterprise Department works closely with <strong>Offaly</strong><br />
Local Development Company and also provides a link between the<br />
<strong>County</strong> Development Board/<strong>Offaly</strong> <strong>County</strong> <strong>Council</strong> and the <strong>Offaly</strong><br />
<strong>County</strong> Childcare Committee, the Midland Regional Drugs Task<br />
Force, the Edenderry School Completion Programme and the Rural<br />
Transport Programme among others.<br />
Supporting the <strong>Offaly</strong> SIM Group<br />
The Community & Enterprise Section continues to support the <strong>Offaly</strong><br />
SIM Group which meets bi-monthly and brings together all agencies<br />
and organizations in the <strong>County</strong> that have a remit around combating<br />
poverty and exclusion. In <strong>2010</strong> the SIM Group commenced the Mid-<br />
Term Review of the Local Anti-Poverty Strategy which will be<br />
completed in early 2011.<br />
