• Improve visibility at Woodfield junction on N80 Clara/Moate<br />

road.<br />

• Improve visibility on bend and provide turning lane for safe<br />

manoeuvre of vehicles on the N80 Tullamore/Killeigh road at<br />

Scrub/Clonaslee junction.<br />

• Installation of a traffic calming scheme on the N80 at Tubber.<br />

NON-NATIONAL ROADS<br />

The <strong>2010</strong> Estimate included a figure of €1,301,700 from the <strong>Council</strong>’s<br />

own resources for maintenance of Non-National roads as compared<br />

to €1,313,740 in 2009.<br />

COMMUNITY INVOLVEMENT IN ROADWORKS<br />

The <strong>Council</strong> is allowed to spend up to 7½% of the total allocation for<br />

restoration maintenance/reconstruction on roads on which there<br />

would be an input of resources from local communities. Local communities<br />

are required to contribute a minimum of 25% either in<br />

money or in kind towards the project. A number of cul-de-sac roads<br />

will be considered under this programme at the Area Committees.<br />

The allocation for this category of work was €300,000 in 2009 and<br />

was reduced to €200,000 for <strong>2010</strong> (€50,000 per Area). A limited<br />

number of schemes were completed under this heading in <strong>2010</strong>.<br />

NON-NATIONAL ROADS-SPECIFIC IMPROVEMENTS & SPECIAL<br />

GRANTS<br />

The allocation under this Grant for <strong>2010</strong> was €600,000 with a 2009<br />

allocation of €2,140,000. The projects undertaken were as follows: -<br />

ROAD SCHEME <strong>2010</strong><br />

Link Road Banagher – Phase 2 €325,000<br />

Cloneygowan By-Pass - Design €100,000<br />

Strengthening/Improvements to Bridges<br />

at the following locations: -<br />

Cushina Edenderry<br />

Derryad Tullamore<br />

Derrygolan Tullamore<br />

Mullaghmahery Tullamore<br />

Killoughey Tullamore<br />

Blackwater Ferbane<br />

The above allocations allowed <strong>Offaly</strong> <strong>County</strong> <strong>Council</strong> to progress the<br />

above listed schemes as follows: -<br />

• Completion of the Construction of Phase 2 of the Banagher Link<br />

Road from the Lusmagh road to the Crank Road. The completion<br />

of this scheme was delayed to the early months of 2011<br />

due to issues with utilities and also the severe weather conditions<br />

experienced in December <strong>2010</strong>.<br />

• Progress the Design/Planning of the Cloneygowan By-Pass to<br />

Part VIII Planning. The elected members at the November<br />

meeting of <strong>Offaly</strong> <strong>County</strong> <strong>Council</strong> adopted Part VIII for this<br />

scheme.<br />

• Carry out Bridge Improvements at various locations in the<br />

<strong>County</strong> as per the above list<br />
