Freedom of Information - Statistics:
In 2010 under the Freedom of Information Act, the total numbers of
applications were as follows:
• 23 applications were received by Offaly County Council.
• There were 0 applications received by Birr Town Council.
• There was 1 application received by Tullamore Town Council.
• There were 0 applications received by Edenderry Town Council.
The Ombudsman
5 complaints were received by the Ombudsman in 2010 in relation to
Offaly County Council.
objectively examines evaluates and reports on the adequacy of internal
controls as a contribution to the proper, economic, effective and
efficient use of resources.
During 2010 the Internal Auditor undertook a number of audits and
the findings and recommendations from each audit were reported to
management. The Internal Auditor also undertook follow up audits to
assess the implementation of the recommendations from the
previous audits.
The Audit Committee in Offaly County Council consists of five
members: Mr. Peter Scully, Committee Chairman, Cllr. Connie
Hanniffy, Mr. Brian Gunning, Mr. Paddy Hughes and Mr. Tom
Feighery. The Audit Committee met 4 times in 2010.

Higher Education Grants
In the 2010/2011 academic year the number of Higher Education
Grant new awards was 163 and a further 330 students qualified for
grant renewal. €2,769,378.64 was spent on Higher Education Grants
during this period. This money is recoupable from the Department of
Education & Science, except for a fixed contribution made by Offaly
County Council. The administration of the scheme is a service
provided by this Council to students and parents in County Offaly.
Internal Audit Function
Internal Audit is an independent appraisal function which reviews the
internal control system in operation within Offaly County Council. It
