Freedom of Information - Statistics:<br />

In <strong>2010</strong> under the Freedom of Information Act, the total numbers of<br />

applications were as follows:<br />

• 23 applications were received by <strong>Offaly</strong> <strong>County</strong> <strong>Council</strong>.<br />

• There were 0 applications received by Birr Town <strong>Council</strong>.<br />

• There was 1 application received by Tullamore Town <strong>Council</strong>.<br />

• There were 0 applications received by Edenderry Town <strong>Council</strong>.<br />

The Ombudsman<br />

5 complaints were received by the Ombudsman in <strong>2010</strong> in relation to<br />

<strong>Offaly</strong> <strong>County</strong> <strong>Council</strong>.<br />

objectively examines evaluates and reports on the adequacy of internal<br />

controls as a contribution to the proper, economic, effective and<br />

efficient use of resources.<br />

During <strong>2010</strong> the Internal Auditor undertook a number of audits and<br />

the findings and recommendations from each audit were reported to<br />

management. The Internal Auditor also undertook follow up audits to<br />

assess the implementation of the recommendations from the<br />

previous audits.<br />

The Audit Committee in <strong>Offaly</strong> <strong>County</strong> <strong>Council</strong> consists of five<br />

members: Mr. Peter Scully, Committee Chairman, Cllr. Connie<br />

Hanniffy, Mr. Brian Gunning, Mr. Paddy Hughes and Mr. Tom<br />

Feighery. The Audit Committee met 4 times in <strong>2010</strong>.<br />

Higher Education Grants<br />

In the <strong>2010</strong>/2011 academic year the number of Higher Education<br />

Grant new awards was 163 and a further 330 students qualified for<br />

grant renewal. €2,769,378.64 was spent on Higher Education Grants<br />

during this period. This money is recoupable from the Department of<br />

Education & Science, except for a fixed contribution made by <strong>Offaly</strong><br />

<strong>County</strong> <strong>Council</strong>. The administration of the scheme is a service<br />

provided by this <strong>Council</strong> to students and parents in <strong>County</strong> <strong>Offaly</strong>.<br />

Internal Audit Function<br />

Internal Audit is an independent appraisal function which reviews the<br />

internal control system in operation within <strong>Offaly</strong> <strong>County</strong> <strong>Council</strong>. It<br />
