Water Services Capital Schemes<br />
The Capital Schemes Programme consists of new or substantial<br />
upgrades to existing Water Supply and Wastewater schemes in the<br />
<strong>County</strong>. Schemes are generally funded through either the<br />
I. Water Services Investment Programme (WSIP)<br />
II. Rural Water Small Schemes Programme (RWP)<br />
III. Special Development Contribution Schemes (SDC).<br />
The Major Capital Schemes are set out in the Department of<br />
Environment, Heritage and Local Government Water Services<br />
Investment Programme (WSIP) <strong>2010</strong>-2012. (Appendix 1)<br />
This programme was published in April <strong>2010</strong> with the omission of<br />
several schemes that were on the previous WSIP. The focus of the<br />
Current WSIP is on the main towns and Water network rehabilitation.<br />
While most Water Services Capital Schemes require in the order of<br />
30% Local funding, network rehabilitation only requires 10% Local<br />
funding and is therefore extremely good value to the Local Authority.<br />

The upgrade of Tullamore Wastewater Treatment Plant under the<br />
WSIP commenced construction in <strong>2010</strong>. The upgrade of Tullamore<br />
WSS, consisting of the upgrade of Clonaslee WTP and a new source<br />
at Arden are awaiting DEHLG approval.<br />
Detailed Design and Contract Documents for the following WSIP<br />
Schemes were progressed in <strong>2010</strong>:<br />
I. Tullamore Sewerage Scheme Collection System<br />
II. Tullamore Water Supply Scheme-Clonaslee Upgrade<br />
III. Edenderry Sewerage Scheme<br />
IV. Birr WSS<br />
V. Birr SS<br />
VI. Clara Wastewater Treatment Plant Upgrade.<br />
Rural Water Programme<br />
Allocation for <strong>2010</strong> was:<br />
Interim Works on ECJ Schemes: € 40,000.00<br />
Connect to Public Main: € 0.00<br />
Take Over by Local Authority: € 80,000.00<br />
Upgrade: € 400,000.00<br />
Small Public Schemes: € 450,000.00<br />
€ 970,000.00<br />
Funding in <strong>2010</strong> for Group Water Schemes was mainly granted for<br />
upgrade works and for completion of existing schemes. No funding<br />
was received for any new group water schemes. 8 schemes have<br />
been grant aided in respect of upgrade/refurbishment works. The<br />
works consisted of, site purchase for reservoirs, pipeline extensions<br />
and replacement and source improvements.<br />
Group Water Schemes Activity <strong>2010</strong><br />
There was a very significant improvement in Private Group Scheme<br />
Water Quality in 2009. At the start of the Year, 1 GWS was on a “Boil<br />
Notice” because of non-compliance with Bacteriological Parameters.<br />
At the end of the year, all Private GWS were <strong>full</strong>y compliant with<br />
Drinking Water Quality Standards and all restrictions have been<br />
removed.<br />
