and casual voids were brought back into stock. Significant progress<br />
was also made on the Grove St Action Plan with 10 vacant houses<br />
bought back into stock though significant investment under the Energy<br />
Efficiency Programme.<br />
12 Part V social units were acquired completing all outstanding Part<br />
V obligations. 20 unsold Affordable units transferred to RAS in 2009<br />
continued to be managed by Helm Housing Association in partnership<br />
with the <strong>Council</strong>.<br />
Meeting customer demands for housing adaptation, housing aid for<br />
older persons and mobility grants continued to be a challenge. Revised<br />
procedures introduced in 2009 resulted in reduced waiting<br />
times for approval and almost 160 grants were issued to the value of<br />
€2.2m. Tenant purchase and private site sales were negligible in<br />
<strong>2010</strong>.<br />
Continued suspension of Estate Management grants made it more<br />
difficult to engage with residents groups or to plan any significant<br />
estate improvement works. Despite this, considerable progress was<br />
made in dealing with anti-social behaviour complaints and estate<br />
management issues in a number of locations. Plans for the provision<br />
of emergency homeless facilities in Tullamore were further progressed.<br />
Considerable progress was achieved on plans for remedial works at<br />
Churchview Heights Edenderry and budget cost and Part 8 approval<br />
was achieved. Tenders for works were approved with work due to<br />
commence in January 2011.<br />

The housing stock in the county stood at 1,074 at the end of the<br />
year with an average occupancy rate of 97%.<br />

49 house completions and acquisitions in <strong>2010</strong> are comprised of 42<br />
local authority social units and 7 voluntary units in comparison to<br />
133 completions in 2009. The largest scheme completed and allocated<br />
was 12 units at Cloghan. 18 houses were acquired during the<br />
year together with 12 Part V Social houses at various locations.<br />
Construction activity in Cloghan<br />
The main social housing construction programme for the <strong>Council</strong> has<br />
now been completed with no new schemes at planning stage and no<br />
schemes to be completed in 2011.<br />
