Information Systems solutions for HR – the CORE system Staff from our Information Systems and Human Resources Departments were assigned to work on a new computerised system to assist in the management of HR records and processes. Since early 2010, Payroll for all staff, personnel records and organisational structure is administered through this system. Indoor staff no longer receive payslips but can access their pay records online. Following the ending of industrial action mid-year, work began again on introducing other elements of the system including the management and recording of annual leave and sick leave and attendance, and the administration of superannuation. Workforce Planning Offaly County Council continues to comply with the moratorium on public service recruitment with a significant reduction in staff numbers from June 2008 to date. Reductions in staff numbers have resulted from the non-replacement of retiring staff, the expiry of fixed term contracts and the absence of cover for career breaks, maternity leave and long term sick leave. Under the Public Service Agreement 2010-2014 provision is made for the redeployment of permanent staff within and between County Councils and within the wider public sector. There is also provision for the on-going implementation of local mobility policies whereby staff are transferred to meet operational and business needs while being provided with an opportunity for wider experience within the authority. Information Systems Although, operating with reduced resources in 2010, the Information Systems department continued implementation of Offaly Local Authorities’ ICT Strategic Plan. The main projects that were progressed during the year were:- • Implementation of the CORE HR / Payroll / Superannuation system. Phase 1 of the project is now complete. The Phase 2 modules will be implemented as they become available during 2011. • The Edenderry Broadband MAN has now been signed over to e- Net Teoranta, who will market and promote this important infrastructure from now on. • Completion of SCADA technology in Water Plants across the county, which delivers monitoring and control information to a centrally managed database. This facility will be expanded to Sewerage Plants in 2011 • Introduction of the online G-Plan mapping facility to Tullamore and Birr Town Councils. • Upgrade of ICT infrastructure throughout the County Library network, including public wi-fi and enhanced security facilities. • Installation of Fire Suppressant protection system in the Council’s main Server Room. • Implementation of Document Scanning technology in the Planning section, with a view to making planning information available on www.offaly.ie • Continued development of a Green ICT policy which included: ∗ Commencing Phase 2 of the introduction of SAN and Virtualisation technologies to the Council’s main ICT Server Room and DR facility. ∗ Continued implementation of Energy Saving technology on all Council PCs. ∗ These initiatives will result in savings in communications, energy and maintenance costs and a reduction of the organisation’s carbon footprint in the medium term • Review of all our landline telephony accounts, resulting in savings on all telecommunications costs. In 2011 we will go to tender under National Frameworks for landline and mobile telephony for the organisation. • Review of the organisation’s printing requirements, which will result in the deployment of Multi-Function devices over the medium term.
