Information Systems solutions for HR – the CORE system<br />
Staff from our Information Systems and Human Resources Departments<br />
were assigned to work on a new computerised system to assist<br />
in the management of HR records and processes. Since early<br />
<strong>2010</strong>, Payroll for all staff, personnel records and organisational structure<br />
is administered through this system. Indoor staff no longer receive<br />
payslips but can access their pay records online. Following the<br />
ending of industrial action mid-year, work began again on introducing<br />
other elements of the system including the management and recording<br />
of annual leave and sick leave and attendance, and the administration<br />
of superannuation.<br />
Workforce Planning<br />
<strong>Offaly</strong> <strong>County</strong> <strong>Council</strong> continues to comply with the moratorium on<br />
public service recruitment with a significant reduction in staff numbers<br />
from June 2008 to date. Reductions in staff numbers have resulted<br />
from the non-replacement of retiring staff, the expiry of fixed<br />
term contracts and the absence of cover for career breaks, maternity<br />
leave and long term sick leave. Under the Public Service Agreement<br />
<strong>2010</strong>-2014 provision is made for the redeployment of permanent<br />
staff within and between <strong>County</strong> <strong>Council</strong>s and within the wider public<br />
sector. There is also provision for the on-going implementation of<br />
local mobility policies whereby staff are transferred to meet operational<br />
and business needs while being provided with an opportunity<br />
for wider experience within the authority.<br />
