Recommendation<br />
Promote the development of Forest <strong>Management</strong> Plans<br />
via newsletter articles <strong>and</strong> the NYS AEM Tier II Worksheets.<br />
Prioritize municipalities based upon pollution potential<br />
using Community Environmental <strong>Management</strong> (CEM)<br />
<strong>and</strong> other programs.<br />
Assist regulated MS4 communities with the implementation<br />
of the 6 minimum measures of their Stormwater<br />
<strong>Management</strong> Programs.<br />
Provide education <strong>and</strong> training <strong>for</strong> local officials on<br />
erosion controls <strong>and</strong> stormwater management <strong>and</strong> the<br />
benef<strong>its</strong> <strong>and</strong> process of adopting <strong>and</strong>/or updating local<br />
stormwater <strong>and</strong> erosion control ordinances.<br />
Assist MS4s with ordinance development <strong>for</strong> construction<br />
site runoff control in accordance with the Phase II<br />
Stormwater regulations.<br />
Educate zoning inspectors <strong>and</strong> planning boards about<br />
the benef<strong>its</strong> of reviewing <strong>and</strong> how to review construction<br />
Stormwater Pollution Prevention Plans (SWPPPs).<br />
Increase training <strong>for</strong> highway employees in erosion<br />
control, roadbank ditch construction <strong>and</strong> maintenance,<br />
hydroseeding, catch basin maintenance, <strong>and</strong> road<br />
deicing to reduce the delivery of sediment <strong>and</strong> other<br />
pollutants from roadways <strong>and</strong> ditches.<br />
Promote/facilitate communities in purchasing <strong>and</strong><br />
sharing equipment <strong>for</strong> street sweeping <strong>and</strong> hydroseeding<br />
<strong>for</strong> use with local highway departments.<br />
Streambank/Shoreline<br />
Prioritize eroding stream segments based upon loading<br />
rates using existing stream inventories on <strong>Oneida</strong>,<br />
Sconondoa, Taylor, Butternut, Cascade, Conklin,<br />
Limestone, Canaseraga, Cowaselon, Canastota <strong>and</strong><br />
Chittenango Creeks. Prioritization should also be based<br />
on the location of flood prone areas <strong>and</strong> the influence of<br />
flooding on erosion <strong>and</strong> sedimentation rates.<br />
Complete stream inventories on Fish <strong>and</strong> Wood Creeks<br />
in an ef<strong>for</strong>t to identify <strong>and</strong> prioritize additional critically<br />
eroding streambanks <strong>and</strong> pollution sources in the<br />
watershed.<br />
Use stream inventories previously completed throughout<br />
the watershed to identify <strong>and</strong> restore priority segments<br />
using natural channel design.<br />
