2.1 Objectives of Stakehol<strong>de</strong>r Engagement<br />
The Stakehol<strong>de</strong>r Engagement Process is <strong>de</strong>signed to provi<strong>de</strong> sufficient and accessible information<br />
to I&APs in an objective manner to assist them to:<br />
During the Scoping Phase<br />

Raise issues of concern and suggestions for enhanced benefits;<br />
Verify that their issues have been recor<strong>de</strong>d; and<br />
Contribute relevant local knowledge and traditional knowledge to the environmental<br />
assessment.<br />
During the Impact Assessment/EMP Amendment Phase<br />
<br />

<br />
Contribute relevant information and local traditional knowledge to the environmental<br />
assessment;<br />
Verify that their issues have been consi<strong>de</strong>red in the environmental assessment; and<br />
Comment on the findings of the environmental assessment.<br />
During the Decision-making Phase<br />
<br />
Advise I&APs of the outcome, i.e. the authority <strong>de</strong>cision, and how and by when the <strong>de</strong>cision<br />
can be appealed.<br />
3 Location of project<br />
The MPM is situated within the Mapela Area approximately 30 km <strong>north</strong>-west of Mokopane within the<br />
Mogalakwena Local Municipality, which forms part of the Waterberg District Municipality of the<br />
Limpopo Province. MPM lies in the Limpopo River Catchment and is drained by the Mohlosane<br />
(Klein Sandsloot River) and the Groot Sandsloot River. Figure 2 shows the location of MPM, the<br />
surface lease area in relation to the nearest towns, and major roads.<br />
4 I<strong>de</strong>ntification of Interested and Affected Parties<br />
(I&APs)<br />
The gui<strong>de</strong>lines of the MPRDA require i<strong>de</strong>ntification of and consultation with communities and I&APs.<br />
Although this process does not specifically require stakehol<strong>de</strong>rs to formally register as I&APs, the<br />
invitation was exten<strong>de</strong>d to them in this authorisation process.<br />
The <strong>SRK</strong> stakehol<strong>de</strong>r engagement office started the stakehol<strong>de</strong>r i<strong>de</strong>ntification process by utilising an<br />
existing database linked to previous EIA processes for MPM. Existing stakehol<strong>de</strong>r <strong>de</strong>tails were<br />
verified and incorporated into the stakehol<strong>de</strong>r database <strong>de</strong>veloped for the MNC De-Bottlenecking<br />
Project.<br />
Communities and I&APs were i<strong>de</strong>ntified through a process of discussions with MPM, meetings with<br />
stakehol<strong>de</strong>rs, networking and previous relationships <strong>de</strong>veloped with key stakehol<strong>de</strong>rs. Stakehol<strong>de</strong>rs<br />
and I&APs on the verified stakehol<strong>de</strong>r database were advised by letter addressed to them<br />
personally, and via email of the opportunity to register for the <strong>proposed</strong> EMP Amendment process.<br />
