2.1 Objectives of Stakeholder Engagement
The Stakeholder Engagement Process is designed to provide sufficient and accessible information
to I&APs in an objective manner to assist them to:
During the Scoping Phase
Raise issues of concern and suggestions for enhanced benefits;
Verify that their issues have been recorded; and
Contribute relevant local knowledge and traditional knowledge to the environmental
assessment.
During the Impact Assessment/EMP Amendment Phase
Contribute relevant information and local traditional knowledge to the environmental
assessment;
Verify that their issues have been considered in the environmental assessment; and
Comment on the findings of the environmental assessment.
During the Decision-making Phase
Advise I&APs of the outcome, i.e. the authority decision, and how and by when the decision
can be appealed.
3 Location of project
The MPM is situated within the Mapela Area approximately 30 km north-west of Mokopane within the
Mogalakwena Local Municipality, which forms part of the Waterberg District Municipality of the
Limpopo Province. MPM lies in the Limpopo River Catchment and is drained by the Mohlosane
(Klein Sandsloot River) and the Groot Sandsloot River. Figure 2 shows the location of MPM, the
surface lease area in relation to the nearest towns, and major roads.
4 Identification of Interested and Affected Parties
(I&APs)
The guidelines of the MPRDA require identification of and consultation with communities and I&APs.
Although this process does not specifically require stakeholders to formally register as I&APs, the
invitation was extended to them in this authorisation process.
The SRK stakeholder engagement office started the stakeholder identification process by utilising an
existing database linked to previous EIA processes for MPM. Existing stakeholder details were
verified and incorporated into the stakeholder database developed for the MNC De-Bottlenecking
Project.
Communities and I&APs were identified through a process of discussions with MPM, meetings with
stakeholders, networking and previous relationships developed with key stakeholders. Stakeholders
and I&APs on the verified stakeholder database were advised by letter addressed to them
personally, and via email of the opportunity to register for the proposed EMP Amendment process.
