Stakeholders challenged MPM’s conduct in previous projects (in particular the Alchemy Project) as well as the integrity of the stakeholder engagement process for the de-bottlenecking project. Concerns were expressed that comments and issues raised during the public meeting will not be addressed or sent through to authorities. Comments were received related to the high unemployment levels in the area and MPMs contribution to the socio-economic development of the area. MPM does ensure that all machines working on the mine conforms to the DMR standards regarding noise levels and will continually look at minimising noise impacts from machines. The noise levels due to the de-bottlenecking project should not increase but it will be confirmed in the impact assessment phase. The comments received during the public meeting will be made available in a Comment and Response Report format and distributed to the communities. It will also be included in the Draft EIA/EMP Amendment Report to be submitted to the Department of Mineral Resources (DMR), local communities and other commenting authorities. Skilled labour is advertised. 5.5 Submission of Scoping Report to Authorities The Scoping Report was distributed to competent and commenting authorities and details are reflected in Table 8. (Issue receipts are attached in Appendix J). On 10 October 2012 the DMR approved the Scoping Report – see letter attached in Appendix K. SRK Consulting: Project No: 447122 MNC De-Bottlenecking Project Page 22 6 Stakeholder engagement during the impact assessment phase Stakeholder engagement during the Impact Assessment Phase revolves around a review of the findings of the impact assessment presented in the Draft EMP Amendment Report, which will be made available for public comment. Stakeholders will once again be invited to key stakeholder meetings during the Impact Assessment Phase. These details will be confirmed closer to the time of the meetings. Stakeholders will be invited to comment on the Draft EMP Amendment Report in any of the following ways: By raising comments during key stakeholder/public meetings where the content of the Draft EMP Amendment Report will be presented. By completing comments sheets available with the report at public places, and by submitting additional written comments, by email or fax, or by telephone, to the public participation office The Draft EMP Amendment Report will be available for comment at public places in the project area, sent to everyone who requests a copy, and placed on the SRK website: www.srk.co.za. All comments and issues raised during the comment period will be added to the CRR that will accompany the Final EMP Amendment Report. 7 Environmental Authorisation Stakeholders will be advised in writing and by way of advertisements in the media, of the authority decision on the EMP Amendment, in other words, on whether environmental authorisation has been granted to the project or not, and the conditions of the authorisation. If positive, stakeholders will be advised that the decision may be appealed within 30 days after the date of decision. Notification of the authority decision will be provided as follows: A letter will be sent out to all I&APs, summarising the authorities’ decision and explaining how to lodge an appeal should they wish to; and An advertisement to announce the authorities’ decision will be published in local newspapers. 8 Conclusion Contributions to the EMP Amendment process by a wide range of stakeholders and the authorities will assist to add value to the findings and recommendations of the EMP Amendment Report and the authority decision-making process. The range of issues received will be reflected in the CRR report, which will accompany the submission of the Final EMP Amendment Report to the competent authorities. These stakeholder issues will inform the scope of the impact assessment phase studies, and ensure that the relevant aspects and issues are considered.
