1 Background and Introduction<br />
Mogalakwena Platinum Mine (MPM) is wholly owned and managed by Rustenburg Platinum Mines<br />
Limited (RPM), who is in turn fully owned by Anglo American Platinum Limited. Mogalakwena,<br />
meaning “brave crocodile” commenced operation in 1992.<br />
MPM proposes to expand their existing ore crushing facilities at the North Concentrator. The<br />
<strong>proposed</strong> expansion will increase the <strong>de</strong>signed production capacity of the North Concentrator from<br />
600 kilo tonnes per month (ktpm) of platinum ore, to 750 ktpm.<br />
The <strong>proposed</strong> expansion project (i.e. the Mogalakwena North Concentrator (MNC) De-Bottlenecking<br />
Project), requires an environmental authorisation application for an Environmental Management<br />
Programme (EMP) Amendment in terms of the Mineral and Petroleum Resources Development Act<br />
(MPRDA) (No 28 of 2002).<br />
MPM appointed <strong>SRK</strong> <strong>Consulting</strong> as the in<strong>de</strong>pen<strong>de</strong>nt Environmental Assessment Practitioner to<br />
un<strong>de</strong>rtake the environmental authorisation process for the EMP Amendment process. This<br />
application must be submitted to the Department of Mineral Resources (DMR) for authorisation.<br />
Commenting authorities for this project inclu<strong>de</strong> the Limpopo Department of Economic Development,<br />
Environment and Tourism (LDEDET), the Department of Water Affairs (DWA) and the Waterberg<br />
District and Mogalakwena Local Municipalities.<br />
This document represents the Stakehol<strong>de</strong>r Engagement Report of the Impact Assessment Phase for<br />
the MNC De-Bottlenecking Project and outlines the stakehol<strong>de</strong>r engagement process un<strong>de</strong>rtaken to<br />
date, as part of the EMP Amendment.<br />
2 Approach to stakehol<strong>de</strong>r engagement<br />
Stakehol<strong>de</strong>r Engagement is the involvement of all parties who potentially have an interest in a<br />
<strong>de</strong>velopment or project, or may be directly or indirectly affected by the <strong>proposed</strong> <strong>de</strong>velopment. It is a<br />
process leading to a joint effort by stakehol<strong>de</strong>rs, technical specialists, the authorities and the<br />
proponent/<strong>de</strong>veloper who work together to produce better <strong>de</strong>cisions than if they had acted<br />
in<strong>de</strong>pen<strong>de</strong>ntly.<br />
The stakehol<strong>de</strong>r engagement process for the EMP Amendment is discussed below and the key<br />
steps of the process are presented in Figure 1. The approach followed is focused on:<br />
Obtaining most issues, including those from stakehol<strong>de</strong>rs early on in the process, with the latter<br />
half of the process <strong>de</strong>signed to provi<strong>de</strong> environmental and technical evaluation of these issues;<br />
Personal contact with directly affected Interested and Affected Parties (I&APs), taking into<br />
account cultural and language sensitivity;<br />
Using the languages of choice of I&APs in meetings, and providing selected documents as per<br />
the requirements of the MPRDA;<br />
Raising a diversity of perspectives and opinions rather that forcing consensus among I&APs. This<br />
approach also minimises project risks by building trust with I&APs;<br />
Building capacity of I&APs to participate; and<br />
Clarifying I&APs’ roles and responsibilities at the start of the process, sanctioned by the<br />
authorities, in terms of where and when <strong>de</strong>cision will be ma<strong>de</strong> and by whom.<br />

2.1 Objectives of Stakehol<strong>de</strong>r Engagement<br />
The Stakehol<strong>de</strong>r Engagement Process is <strong>de</strong>signed to provi<strong>de</strong> sufficient and accessible information<br />
to I&APs in an objective manner to assist them to:<br />
During the Scoping Phase<br />

Raise issues of concern and suggestions for enhanced benefits;<br />
Verify that their issues have been recor<strong>de</strong>d; and<br />
Contribute relevant local knowledge and traditional knowledge to the environmental<br />
assessment.<br />
During the Impact Assessment/EMP Amendment Phase<br />
<br />

<br />
Contribute relevant information and local traditional knowledge to the environmental<br />
assessment;<br />
Verify that their issues have been consi<strong>de</strong>red in the environmental assessment; and<br />
Comment on the findings of the environmental assessment.<br />
During the Decision-making Phase<br />
<br />
Advise I&APs of the outcome, i.e. the authority <strong>de</strong>cision, and how and by when the <strong>de</strong>cision<br />
can be appealed.<br />
3 Location of project<br />
The MPM is situated within the Mapela Area approximately 30 km <strong>north</strong>-west of Mokopane within the<br />
Mogalakwena Local Municipality, which forms part of the Waterberg District Municipality of the<br />
Limpopo Province. MPM lies in the Limpopo River Catchment and is drained by the Mohlosane<br />
(Klein Sandsloot River) and the Groot Sandsloot River. Figure 2 shows the location of MPM, the<br />
surface lease area in relation to the nearest towns, and major roads.<br />
4 I<strong>de</strong>ntification of Interested and Affected Parties<br />
(I&APs)<br />
The gui<strong>de</strong>lines of the MPRDA require i<strong>de</strong>ntification of and consultation with communities and I&APs.<br />
Although this process does not specifically require stakehol<strong>de</strong>rs to formally register as I&APs, the<br />
invitation was exten<strong>de</strong>d to them in this authorisation process.<br />
The <strong>SRK</strong> stakehol<strong>de</strong>r engagement office started the stakehol<strong>de</strong>r i<strong>de</strong>ntification process by utilising an<br />
existing database linked to previous EIA processes for MPM. Existing stakehol<strong>de</strong>r <strong>de</strong>tails were<br />
verified and incorporated into the stakehol<strong>de</strong>r database <strong>de</strong>veloped for the MNC De-Bottlenecking<br />
Project.<br />
Communities and I&APs were i<strong>de</strong>ntified through a process of discussions with MPM, meetings with<br />
stakehol<strong>de</strong>rs, networking and previous relationships <strong>de</strong>veloped with key stakehol<strong>de</strong>rs. Stakehol<strong>de</strong>rs<br />
and I&APs on the verified stakehol<strong>de</strong>r database were advised by letter addressed to them<br />
personally, and via email of the opportunity to register for the <strong>proposed</strong> EMP Amendment process.<br />

In August 2012, during announcement of the project, there were 146 stakehol<strong>de</strong>rs on the database.<br />
Table 1 shows that these stakehol<strong>de</strong>rs represent a broad spectrum of sectors of society. The current<br />
stakehol<strong>de</strong>r database is attached as Appendix A and will be updated throughout the process.<br />

4.1 I<strong>de</strong>ntification of landowners<br />
The i<strong>de</strong>ntification of landowners in the project area is a vital part of the stakehol<strong>de</strong>r engagement<br />
process. <strong>SRK</strong> <strong>Consulting</strong> conducted a <strong>de</strong>eds search to i<strong>de</strong>ntify landowners directly related to the<br />
project and adjacent to the <strong>proposed</strong> project area. The process to obtain confirmation from the<br />
Department of Land Affairs regarding the existence of possible land claims on the <strong>proposed</strong> project<br />
area has been initiated and confirmation from the relevant authorities is awaited.<br />
Landownership has been confirmed through a <strong>de</strong>eds search and the landowners are indicated in<br />
Table 2. The MNC De-Bottlenecking Project area is on the following land portion: Zwartfontein 818<br />
LR. Figure 3 displays a map of landownership in relation to MPM mining operations.<br />

Background Information Document (BID) and registration and comment sheet in English and<br />
Sepedi. The BID was emailed to everyone on the database with email addresses. The<br />
registration and comment sheet also provi<strong>de</strong>d opportunity for I&APs to indicate how they wished<br />
to receive their notifications and documents for comment. Table 5 shows the distribution of the<br />
BID and other announcement documentation. Copies of the BID, letter announcing the<br />
availability of the Scoping Report for public comment, registration and comment sheet are<br />

The Scoping Report was ma<strong>de</strong> available for public comment for a period of thirty (30) days from<br />
30 August 2012 to 28 September 2012. Upon request from local communities received at the<br />
public meeting held on 27 September 2012 the public review period was exten<strong>de</strong>d to 5 October<br />
2012 to allow local communities to submit comments. To date no additional comments have<br />
been received (apart for those noted in stakehol<strong>de</strong>r meetings).<br />

5.2 Involvement of host communities<br />
MPM has an existing community engagement process and plan that gui<strong>de</strong>s and manages its<br />
relationship with communities surrounding the mine. These host communities fall within the<br />
jurisdiction of the Mapela and Mokopane Traditional Authorities respectively. Although both<br />
Traditional Authorities were consulted, the host communities in the Mapela Traditional Authority area<br />
were the key focus of stakehol<strong>de</strong>r engagement during the scoping phase as they are the closest to<br />
the <strong>proposed</strong> project area (i.e. within 10km radius). The map in Figure 5 displays the location of the<br />
host communities within a 10km radius of the project area/mine.<br />

The DMR established a Government Facilitated Task Team (GFTT), who were also acknowledged<br />
and specifically invited to become involved in the public participation process. The host communities<br />
were invited to attend the public meetings and special effort was ma<strong>de</strong> to distribute project<br />
documentation to community representatives individually. Table 8 presents the manner in which the<br />
host communities participated in the process to date and issue receipts for document <strong>de</strong>livery are<br />
attached in Appendix E.<br />

by attending key stakehol<strong>de</strong>r and public meetings. Comments and issues raised during all meetings<br />
are captured in the Comment and Response Report (CRR) inclu<strong>de</strong>d in this report as Appendix I.<br />

5.3.1 Key stakehol<strong>de</strong>r meetings<br />
Key stakehol<strong>de</strong>r meetings with the Traditional Authorities of Mapela and Mokopane were scheduled<br />
with the objective to introduce the <strong>proposed</strong> project and to obtain initial comments. All meetings took<br />
place in the language of choice of the participants. The following key stakehol<strong>de</strong>r meetings took<br />
place:<br />

Mokopane Traditional Authority on 12 September 2012 (Proceedings attached in Appendix F2)<br />
5.3.2 Public Meetings<br />
The public meeting was advertised to take place in Mapela on 20 September 2012. Upon request of<br />
the community members attending the meeting on 20 September 2012, the meeting was postponed<br />
to 27 September 2012. (Attendance lists of the postponed meeting of 20 September are attached as<br />
Appendix G1)<br />
SMS notification and remin<strong>de</strong>rs of the public meeting were sent to 63 people. Fifty three (53) people<br />
atten<strong>de</strong>d the meeting, which took place in the language of choice of the participants.<br />
Proceedings of the public meeting held on 27 September 2012 are attached in Appendix G2.<br />
5.3.3 Written comments<br />
Written comments were received from stakehol<strong>de</strong>rs as well as from authorities and are attached as<br />
Appendix H. The comments are also inclu<strong>de</strong>d in the CRR.<br />
5.4 Comment and Response Report<br />
All comments received and issues raised during the Scoping Phase are captured in the CRR and<br />
inclu<strong>de</strong>d in Appendix I.<br />
This section presents a summary of the main issues that have been i<strong>de</strong>ntified. Stakehol<strong>de</strong>r<br />
consultation is an on-going process throughout the EMP Amendment process and more comments<br />
are expected during the impact assessment phase. The key comments, issues of concern and<br />
suggestions raised by stakehol<strong>de</strong>rs are summarised in Table 9. Although summarised responses<br />
have been inclu<strong>de</strong>d in the table, please refer to the CRR for full responses from MPM and the Draft<br />
EMP Amendment Report for more information.<br />

6 Stakehol<strong>de</strong>r engagement during the impact<br />
assessment phase<br />
Stakehol<strong>de</strong>r engagement during the Impact Assessment Phase revolves around a review of the<br />
findings of the impact assessment presented in the Draft EMP Amendment Report, which will be<br />
ma<strong>de</strong> available for public comment. Stakehol<strong>de</strong>rs will once again be invited to key stakehol<strong>de</strong>r<br />
meetings during the Impact Assessment Phase. These <strong>de</strong>tails will be confirmed closer to the time of<br />
the meetings.<br />
Stakehol<strong>de</strong>rs will be invited to comment on the Draft EMP Amendment Report in any of the following<br />
ways:<br />

7 Environmental Authorisation<br />
Stakehol<strong>de</strong>rs will be advised in writing and by way of advertisements in the media, of the authority<br />
<strong>de</strong>cision on the EMP Amendment, in other words, on whether environmental authorisation has been<br />
granted to the project or not, and the conditions of the authorisation. If positive, stakehol<strong>de</strong>rs will be<br />
advised that the <strong>de</strong>cision may be appealed within 30 days after the date of <strong>de</strong>cision. Notification of<br />
the authority <strong>de</strong>cision will be provi<strong>de</strong>d as follows:<br />

A letter will be sent out to all I&APs, summarising the authorities’ <strong>de</strong>cision and explaining how to<br />
lodge an appeal should they wish to; and<br />
<br />
An advertisement to announce the authorities’ <strong>de</strong>cision will be published in local newspapers.<br />
8 Conclusion<br />
Contributions to the EMP Amendment process by a wi<strong>de</strong> range of stakehol<strong>de</strong>rs and the authorities<br />
will assist to add value to the findings and recommendations of the EMP Amendment Report and the<br />
authority <strong>de</strong>cision-making process. The range of issues received will be reflected in the CRR report,<br />
which will accompany the submission of the Final EMP Amendment Report to the competent<br />
authorities. These stakehol<strong>de</strong>r issues will inform the scope of the impact assessment phase studies,<br />
and ensure that the relevant aspects and issues are consi<strong>de</strong>red.<br />
