1 Background and Introduction
Mogalakwena Platinum Mine (MPM) is wholly owned and managed by Rustenburg Platinum Mines
Limited (RPM), who is in turn fully owned by Anglo American Platinum Limited. Mogalakwena,
meaning “brave crocodile” commenced operation in 1992.
MPM proposes to expand their existing ore crushing facilities at the North Concentrator. The
proposed expansion will increase the designed production capacity of the North Concentrator from
600 kilo tonnes per month (ktpm) of platinum ore, to 750 ktpm.
The proposed expansion project (i.e. the Mogalakwena North Concentrator (MNC) De-Bottlenecking
Project), requires an environmental authorisation application for an Environmental Management
Programme (EMP) Amendment in terms of the Mineral and Petroleum Resources Development Act
(MPRDA) (No 28 of 2002).
MPM appointed SRK Consulting as the independent Environmental Assessment Practitioner to
undertake the environmental authorisation process for the EMP Amendment process. This
application must be submitted to the Department of Mineral Resources (DMR) for authorisation.
Commenting authorities for this project include the Limpopo Department of Economic Development,
Environment and Tourism (LDEDET), the Department of Water Affairs (DWA) and the Waterberg
District and Mogalakwena Local Municipalities.
This document represents the Stakeholder Engagement Report of the Impact Assessment Phase for
the MNC De-Bottlenecking Project and outlines the stakeholder engagement process undertaken to
date, as part of the EMP Amendment.
2 Approach to stakeholder engagement
Stakeholder Engagement is the involvement of all parties who potentially have an interest in a
development or project, or may be directly or indirectly affected by the proposed development. It is a
process leading to a joint effort by stakeholders, technical specialists, the authorities and the
proponent/developer who work together to produce better decisions than if they had acted
independently.
The stakeholder engagement process for the EMP Amendment is discussed below and the key
steps of the process are presented in Figure 1. The approach followed is focused on:
Obtaining most issues, including those from stakeholders early on in the process, with the latter
half of the process designed to provide environmental and technical evaluation of these issues;
Personal contact with directly affected Interested and Affected Parties (I&APs), taking into
account cultural and language sensitivity;
Using the languages of choice of I&APs in meetings, and providing selected documents as per
the requirements of the MPRDA;
Raising a diversity of perspectives and opinions rather that forcing consensus among I&APs. This
approach also minimises project risks by building trust with I&APs;
Building capacity of I&APs to participate; and
Clarifying I&APs’ roles and responsibilities at the start of the process, sanctioned by the
authorities, in terms of where and when decision will be made and by whom.
2.1 Objectives of Stakeholder Engagement
The Stakeholder Engagement Process is designed to provide sufficient and accessible information
to I&APs in an objective manner to assist them to:
During the Scoping Phase

Raise issues of concern and suggestions for enhanced benefits;
Verify that their issues have been recorded; and
Contribute relevant local knowledge and traditional knowledge to the environmental
assessment.
During the Impact Assessment/EMP Amendment Phase

Contribute relevant information and local traditional knowledge to the environmental
assessment;
Verify that their issues have been considered in the environmental assessment; and
Comment on the findings of the environmental assessment.
During the Decision-making Phase

Advise I&APs of the outcome, i.e. the authority decision, and how and by when the decision
can be appealed.
3 Location of project
The MPM is situated within the Mapela Area approximately 30 km north-west of Mokopane within the
Mogalakwena Local Municipality, which forms part of the Waterberg District Municipality of the
Limpopo Province. MPM lies in the Limpopo River Catchment and is drained by the Mohlosane
(Klein Sandsloot River) and the Groot Sandsloot River. Figure 2 shows the location of MPM, the
surface lease area in relation to the nearest towns, and major roads.
4 Identification of Interested and Affected Parties
(I&APs)
The guidelines of the MPRDA require identification of and consultation with communities and I&APs.
Although this process does not specifically require stakeholders to formally register as I&APs, the
invitation was extended to them in this authorisation process.
The SRK stakeholder engagement office started the stakeholder identification process by utilising an
existing database linked to previous EIA processes for MPM. Existing stakeholder details were
verified and incorporated into the stakeholder database developed for the MNC De-Bottlenecking
Project.
Communities and I&APs were identified through a process of discussions with MPM, meetings with
stakeholders, networking and previous relationships developed with key stakeholders. Stakeholders
and I&APs on the verified stakeholder database were advised by letter addressed to them
personally, and via email of the opportunity to register for the proposed EMP Amendment process.
In August 2012, during announcement of the project, there were 146 stakeholders on the database.
Table 1 shows that these stakeholders represent a broad spectrum of sectors of society. The current
stakeholder database is attached as Appendix A and will be updated throughout the process.
4.1 Identification of landowners
The identification of landowners in the project area is a vital part of the stakeholder engagement
process. SRK Consulting conducted a deeds search to identify landowners directly related to the
project and adjacent to the proposed project area. The process to obtain confirmation from the
Department of Land Affairs regarding the existence of possible land claims on the proposed project
area has been initiated and confirmation from the relevant authorities is awaited.
Landownership has been confirmed through a deeds search and the landowners are indicated in
5.2 Involvement of host communities
MPM has an existing community engagement process and plan that guides and manages its
relationship with communities surrounding the mine. These host communities fall within the
jurisdiction of the Mapela and Mokopane Traditional Authorities respectively. Although both
Traditional Authorities were consulted, the host communities in the Mapela Traditional Authority area
were the key focus of stakeholder engagement during the scoping phase as they are the closest to
the proposed project area (i.e. within 10km radius). The map in Figure 5 displays the location of the
host communities within a 10km radius of the project area/mine.
The DMR established a Government Facilitated Task Team (GFTT), who were also acknowledged
and specifically invited to become involved in the public participation process. The host communities
were invited to attend the public meetings and special effort was made to distribute project
documentation to community representatives individually. Table 8 presents the manner in which the
host communities participated in the process to date and issue receipts for document delivery are
attached in Appendix E.
in the area.
Summarised response
MPM has an extensive dust
monitoring network and monthly
results are analysed by an
independent laboratory. Results are
sent to LDEDET once a year.
MPM does not discharge water to
the environment and has an
extensive water monitoring network.
All water samples are analysed by
an accredited laboratory and results
are sent to the Department of Water
Affairs every three months.
conduct in previous projects (in
particular the Alchemy Project) as
well as the integrity of the
stakeholder engagement process for
the de-bottlenecking project.
Concerns were expressed that
comments and issues raised during
the public meeting will not be
addressed or sent through to
authorities.
Comments were received related to
the high unemployment levels in the
area and MPMs contribution to the
socio-economic development of the
area.
MPM does ensure that all machines
working on the mine conforms to the
DMR standards regarding noise
levels and will continually look at
minimising noise impacts from
machines. The noise levels due to
the de-bottlenecking project should
not increase but it will be confirmed
in the impact assessment phase.
The comments received during the
public meeting will be made
available in a Comment and
Response Report format and
distributed to the communities. It will
also be included in the Draft
6 Stakeholder engagement during the impact
assessment phase
Stakeholder engagement during the Impact Assessment Phase revolves around a review of the
findings of the impact assessment presented in the Draft EMP Amendment Report, which will be
made available for public comment. Stakeholders will once again be invited to key stakeholder
meetings during the Impact Assessment Phase. These details will be confirmed closer to the time of
the meetings.
Stakeholders will be invited to comment on the Draft EMP Amendment Report in any of the following
ways:

By raising comments during key stakeholder/public meetings where the content of the Draft
EMP Amendment Report will be presented.
By completing comments sheets available with the report at public places, and by submitting
additional written comments, by email or fax, or by telephone, to the public participation office
The Draft EMP Amendment Report will be available for comment at public places in the project
area, sent to everyone who requests a copy, and placed on the SRK website: www.srk.co.za.
All comments and issues raised during the comment period will be added to the CRR that will
accompany the Final EMP Amendment Report.
7 Environmental Authorisation
Stakeholders will be advised in writing and by way of advertisements in the media, of the authority
decision on the EMP Amendment, in other words, on whether environmental authorisation has been
granted to the project or not, and the conditions of the authorisation. If positive, stakeholders will be
advised that the decision may be appealed within 30 days after the date of decision. Notification of
the authority decision will be provided as follows:

A letter will be sent out to all I&APs, summarising the authorities’ decision and explaining how to
lodge an appeal should they wish to; and

An advertisement to announce the authorities’ decision will be published in local newspapers.
8 Conclusion
Contributions to the EMP Amendment process by a wide range of stakeholders and the authorities
will assist to add value to the findings and recommendations of the EMP Amendment Report and the
authority decision-making process. The range of issues received will be reflected in the CRR report,
which will accompany the submission of the Final EMP Amendment Report to the competent
authorities. These stakeholder issues will inform the scope of the impact assessment phase studies,
and ensure that the relevant aspects and issues are considered.
