1 Background and Introduction<br />
Mogalakwena Platinum Mine (MPM) is wholly owned and managed by Rustenburg Platinum Mines<br />
Limited (RPM), who is in turn fully owned by Anglo American Platinum Limited. Mogalakwena,<br />
meaning “brave crocodile” commenced operation in 1992.<br />
MPM proposes to expand their existing ore crushing facilities at the North Concentrator. The<br />
<strong>proposed</strong> expansion will increase the <strong>de</strong>signed production capacity of the North Concentrator from<br />
600 kilo tonnes per month (ktpm) of platinum ore, to 750 ktpm.<br />
The <strong>proposed</strong> expansion project (i.e. the Mogalakwena North Concentrator (MNC) De-Bottlenecking<br />
Project), requires an environmental authorisation application for an Environmental Management<br />
Programme (EMP) Amendment in terms of the Mineral and Petroleum Resources Development Act<br />
(MPRDA) (No 28 of 2002).<br />
MPM appointed <strong>SRK</strong> <strong>Consulting</strong> as the in<strong>de</strong>pen<strong>de</strong>nt Environmental Assessment Practitioner to<br />
un<strong>de</strong>rtake the environmental authorisation process for the EMP Amendment process. This<br />
application must be submitted to the Department of Mineral Resources (DMR) for authorisation.<br />
Commenting authorities for this project inclu<strong>de</strong> the Limpopo Department of Economic Development,<br />
Environment and Tourism (LDEDET), the Department of Water Affairs (DWA) and the Waterberg<br />
District and Mogalakwena Local Municipalities.<br />
This document represents the Stakehol<strong>de</strong>r Engagement Report of the Impact Assessment Phase for<br />
the MNC De-Bottlenecking Project and outlines the stakehol<strong>de</strong>r engagement process un<strong>de</strong>rtaken to<br />
date, as part of the EMP Amendment.<br />
2 Approach to stakehol<strong>de</strong>r engagement<br />
Stakehol<strong>de</strong>r Engagement is the involvement of all parties who potentially have an interest in a<br />
<strong>de</strong>velopment or project, or may be directly or indirectly affected by the <strong>proposed</strong> <strong>de</strong>velopment. It is a<br />
process leading to a joint effort by stakehol<strong>de</strong>rs, technical specialists, the authorities and the<br />
proponent/<strong>de</strong>veloper who work together to produce better <strong>de</strong>cisions than if they had acted<br />
in<strong>de</strong>pen<strong>de</strong>ntly.<br />
The stakehol<strong>de</strong>r engagement process for the EMP Amendment is discussed below and the key<br />
steps of the process are presented in Figure 1. The approach followed is focused on:<br />
Obtaining most issues, including those from stakehol<strong>de</strong>rs early on in the process, with the latter<br />
half of the process <strong>de</strong>signed to provi<strong>de</strong> environmental and technical evaluation of these issues;<br />
Personal contact with directly affected Interested and Affected Parties (I&APs), taking into<br />
account cultural and language sensitivity;<br />
Using the languages of choice of I&APs in meetings, and providing selected documents as per<br />
the requirements of the MPRDA;<br />
Raising a diversity of perspectives and opinions rather that forcing consensus among I&APs. This<br />
approach also minimises project risks by building trust with I&APs;<br />
Building capacity of I&APs to participate; and<br />
Clarifying I&APs’ roles and responsibilities at the start of the process, sanctioned by the<br />
authorities, in terms of where and when <strong>de</strong>cision will be ma<strong>de</strong> and by whom.<br />
