Chapter 8: Community Wastewater Systems<br />

8.1 Scope<br />

A. Intent<br />

These Community Wastewater System Standards have been authorized by the Statement of<br />

Policy Concerning Community <strong>Water</strong> and Sewer Systems as adopted by <strong>Loudoun</strong> <strong>Water</strong>’s<br />

Board of Directors on December 15, 1989. As such, this document provides requirements<br />

and standards for wastewater systems designed and constructed on behalf of <strong>Loudoun</strong> <strong>Water</strong>.<br />

These standards are not intended to be all-inclusive. <strong>Loudoun</strong> <strong>Water</strong> will consider<br />

alternative means and methods to accomplish its objectives based upon good engineering<br />

practices and demonstrated technical effectiveness, reliability and cost effectiveness.<br />

B. Standards<br />

The Community Wastewater System Standards presented herein shall supplement the latest<br />

edition of the Sewage Collection and Treatment (SCAT) Regulations 9 VAC 25-790, as<br />

published by the Commonwealth of Virginia, Department of Environmental Quality (DEQ).<br />

The SCAT Regulations represent the minimum design requirements. All requirements of the<br />

SCAT Regulations shall be adhered to. As the owner, <strong>Loudoun</strong> <strong>Water</strong> may identify and<br />

determine the need for standards and requirements that are more stringent than those<br />

contained in Part III of the SCAT Regulations.<br />

The headings and sub-headings of this Chapter are based on the SCAT Regulations. In<br />

instances where no additional requirements are specified, the SCAT Regulations shall apply<br />

as written.<br />

If the proposed system uses a soil-based effluent discharge, wastewater infrastructure shall<br />

meet the requirements of the latest edition of the Sewage Handling and Disposal<br />

Regulations 12 VAC 5-610, as published by the Commonwealth of Virginia, Department of<br />

Environmental Quality.<br />

If reuse of reclaimed wastewater is to be practiced at locations other than the wastewater<br />

treatment plant site, the project shall adhere to the <strong>Water</strong> Reclamation and Reuse<br />

Regulation 9 VAC 25-740-10 et seq.<br />

C. Interpretation<br />

Wastewater infrastructure shall meet the all applicable requirements of this <strong>Manual</strong>.<br />

<strong>Loudoun</strong> <strong>Water</strong> will grant no exceptions to the requirements of these standards, except<br />

where doing so provides a direct benefit to <strong>Loudoun</strong> <strong>Water</strong>.<br />

8.2 Requirements Supplemental to SCAT Regulations<br />

A. Definitions<br />

To 9 VAC 25-790-10 add the following:<br />
