3.1 Purpose<br />
Chapter 3: Application and Plan Preparation<br />
<strong>Loudoun</strong> <strong>Water</strong> reviews the construction plans for all projects that will extend its water,<br />
wastewater, or water reuse systems. Conformance to the procedures and standards outlined<br />
in this <strong>Manual</strong> will expedite the review process. This application and review process ensures<br />
that projects are built to conform to <strong>Loudoun</strong> <strong>Water</strong>’s standards.<br />
3.2 <strong>Loudoun</strong> County Planning and Land Development Referrals<br />
Prior to submission of construction plans and profiles to <strong>Loudoun</strong> <strong>Water</strong>, the corresponding<br />
land use application(s) must first be approved by <strong>Loudoun</strong> County. Such applications<br />
include rezoning, special exception, and preliminary plat of subdivision. <strong>Loudoun</strong> <strong>Water</strong><br />
participates in the County’s referral system as an outside agency. Review of the application<br />
typically results in the following responses from <strong>Loudoun</strong> <strong>Water</strong>.<br />
Comment is provided on general location and configuration of proposed water and sewer<br />
system.<br />
Need for special studies to determine feasibility of providing service is identified.<br />
Transmission mains, trunk sewers, and other facilities traversing or needed to serve the<br />
proposed development are identified.<br />
Areas for easement and/or line extensions necessary to provide access to water and sewer<br />
lines to adjacent properties are identified.<br />
3.3 Application Procedures<br />
The applicant is required to submit construction plans to <strong>Loudoun</strong> County, VDOT, etc. in<br />
accordance with the requirements of those agencies. <strong>Loudoun</strong> <strong>Water</strong>’s approval of<br />
construction plans requires a separate submittal from that made to other agencies. <strong>Loudoun</strong><br />
<strong>Water</strong>’s review occurs on an independent track.<br />
A. Initial Application<br />
Initial submission must include the following:<br />
1. Utility Extension Request Form (UER) found in Appendix A of this <strong>Manual</strong><br />
2. Review Fee<br />
3. CAD files as described in Section 3.6 of this Chapter<br />
4. construction plans – one full set<br />
