Chapter 2: Administration<br />
2.10 Field <strong>Engineering</strong><br />
Changes or corrections to the approved plans such as alignment, additions, deletions, sizing,<br />
substitutions, grading, etc, at the approved request of the applicant and/or utility contractor<br />
or directed by <strong>Loudoun</strong> <strong>Water</strong> shall be recorded and reflected on record drawings prepared<br />
by <strong>Loudoun</strong> <strong>Water</strong>.<br />
2.11 Inspection<br />
<strong>Loudoun</strong> <strong>Water</strong> or any governing agents shall be permitted to safely access the project at any<br />
time to perform inspections, to ensure quality of work and safe construction methods. Work<br />
not conforming to the approved construction plans, <strong>Loudoun</strong> <strong>Water</strong>’s standards or complying<br />
with industry standards is subject to rejection. Any work that has been rejected must be<br />
replaced or corrected to the satisfaction of <strong>Loudoun</strong> <strong>Water</strong>.<br />
Testing and start-up of any <strong>Loudoun</strong> <strong>Water</strong> facilities shall be conducted by contractor and<br />
witnessed by <strong>Loudoun</strong> <strong>Water</strong> or authorized agent in order to ensure operation and<br />
performance per manufacturer’s and industry standards, and the satisfaction of <strong>Loudoun</strong><br />
<strong>Water</strong>.<br />
A beneficial use inspection may be requested by applicant and/or contractor to be conducted<br />
by <strong>Loudoun</strong> <strong>Water</strong> or authorized agent. Beneficial use may be issued for completed portion<br />
or all of proposed work that is completed to be put into service. The performance bond may<br />
be reduced at this point at the request of applicant up to a maximum of 80%.<br />
At the completion of the project, the applicant and/or utility contractor may make a request<br />
for final inspection. <strong>Loudoun</strong> <strong>Water</strong> shall conduct a complete field inspection and testing to<br />
ensure that the applicant/contractor has fulfilled their obligation in delivering a quality<br />
product. Any deficiencies or failing testing must be corrected to the satisfaction of <strong>Loudoun</strong><br />
<strong>Water</strong>. At time of final acceptance applicant/contractor will request a final bond release<br />
package.<br />
2.12 Project Closeout<br />
A. As-built Survey and Record Drawings<br />
To ensure consistency and quality within and among surveys and record drawings, <strong>Loudoun</strong><br />
<strong>Water</strong> has engaged one or more firms to conduct this work, under direction of <strong>Loudoun</strong><br />
<strong>Water</strong>’s staff. A fee for this service is collected from the applicant, and must be paid prior to<br />
the work receiving the status Beneficial Use.<br />
This program is not employed for new pumping stations and community systems. For these<br />
facilities, the developer’s engineer will conduct the as-built survey and prepare the record<br />
drawings, with input from <strong>Loudoun</strong> <strong>Water</strong> Inspections.<br />
