Crumrine Assistant Editor In a brief and perfunctory meeting, the County Service Area (CSA) 36 board approved the 2006-07 recreation budget. It totals nearly $277,300 for next year, an increase of about $6,000 from this year. “We want to be sure the recreation needs are met for the community — the youth and adults,” CSA President Pete Capparelli said. No further discussion of whether enough funds were available to start new pro- grams occurred at this meeting. At the past two meetings, Director Rick Lamb had some concerns about the adequacy of the recreation budget. “If you want recreation to expand, you need money in the budget,” Lamb added. Although managing community recreation has been a controversial subject since September, it is too early for the new Chamber of Commerce board, current managers, to address the issue. Nevertheless, the CSA directors are still interested in involving the Idyllwild Community Recreation Council Mosquito fish available Riverside County Vector Control has mosquito fish available for use in contained ornamental ponds. The fish range from 1/2 to 3 inches in length and are brownish gray in color. They do well in water 60 to 80 degrees Fahrenheit, but can survive between 33 and 100 degrees. They move in schools and should not be kept in ponds with othr fish as they may eat baby fish. Mosquito fish are not a native species and should not be released into natural waterways. Yet, none of the new Chamber directors have approached the CSA board about the recreation contract, Capparelli said. “I thought one would be here,” said Mike Freitas, CSA director. “Do we have to invite them” When asked about the Chamber’s absence, Chamber President Bill Triplett said, “I’ll definitely be at the next meeting.” He also hopes to meet with Diane Cardinalli, ICRC chairperson, before the CSA meeting. The board agreed to invite a Chamber representative to its July meeting to discuss the Chamber’s recreation plans. At that time, the CSA board also plans to discuss changing the title of the Town Hall director to director of community recreation, Capparelli said. The CSA 36 board normally meets at the Idyllwild Water District, but was locked out last week because IWD changed the locks. Crumrine Assistant Editor The Forest Service began a series of community meetings to collect comments and information for its off-highway vehicle (OHV) routes in the San Bernardino National Forest (SBNF). Unlike the public session for the mountain bike trails in November, the turnout Monday evening was conspicuously fewer. By 7 p.m., halfway through the twohour session, five people arrived at the session. This issue just is not as salient for the San Jacinto Ranger District as it is in the rest of the SBNF. One reason is the local terrain is not conducive to motorized travel, according to Jim Ponds, an active member of the San Bernardino National Forest Association (SBNFA), a volunteer group organized to help with forest projects. He is from Cherry Valley and also a member of several motorized groups. “I’m up here making sure everything that is needed is what is designated and what is not,” he said. Ponds explained that there is more mountain biking interest on this side of the I-10 freeway compared to the other SBNF ranger districts. This side of the mountain is too steep up and down for OHV users. “Consequently, OHV users know there is too much resource damage,” Ponds said. “They know better and how to use the forest roads.” DMV expands Internet services The California Department of Motor Vehicles (DMV) has added new online services to its Internet appointment system. Customers will now be able to book Class C or motorcycle driving tests or schedule up to three separate appointments via the DMV’s Web site (www.dmv.ca.gov). The features are available 24 hours a day, seven days a week and appointments can be scheduled at any of the field offices. Ne ver theless, Laur ie Rosenthal, San Jacinto District ranger, was available to answer questions and discuss the topic with anyone who attended the session. “Driving for pleasure is the number 1 recreation opportunity in this district. That should be no surprise, it’s also the number 1 in the country,” she said. “People will drive along the scenic highway, perhaps stop and use the Ernie Maxwell Trail or even venture on Devil’s Slide.” Some visitors will even drive the unpaved Black Mountain Road for its scenery and challenge, Rosenthal said. There are about four designated OHV trails in the San Jacinto District, according to John Ladley, district recreation officer. Two are off of Bautista Canyon Road. The Alessandro is narrow and steep for motorcycles. The Hixson is only 54 inches wide. Motorcycles and quads can use it. The other OHV trails originate in Bee Canyon. The more familiar is the San Jacinto Truck Trail that terminates near Pine Cove. The other is the Indian Mountain Truck Trail that terminates near Indian Vista, Ladley said. OHV trails must be designated for use. The purpose of the meetings that ended Wednesday in Running Springs is to identify the highest priority trails for designation and restoration, if necessary.
