Tulvio Durand, recently<br />
appointed secretary for the<br />
Anza Valley Municipal Advisory<br />
Committee (AVMAC) reported<br />
that Verne Lauritzen, chief of<br />
staff for 3rd District Supervisor<br />
Jeff Stone confirmed a Community<br />
Development Block<br />
Grant (CDBG) for $100,000<br />
dollars in order to construct<br />
tennis courts at Anza Valley’s<br />
Hamilton High School at 57430<br />
Mitchell Road.<br />
The problem, according to<br />
Durand, is that the application<br />
request was for $200,000<br />
dollars, and receiving only<br />
part of the request topples a<br />
chain of dominoes reaching to<br />
Hemet Unified School District<br />
(HUSD).<br />
The conditions of the application,<br />
which Durand, who<br />
taught for a year at Hamilton<br />
before retiring, prepared, called<br />
for HUSD to provide funding<br />
in the amount of $250,000 dollars<br />
“contingent upon obtaining<br />
the CDBG in the full amount<br />
requested of $200,000.”<br />
The likelihood of construction<br />
anytime soon is additionally<br />
complicated by the<br />
fact that Measure C, a School<br />
Improvement Bond for HUSD<br />
on the June 6 primary election<br />
ballot failed to pass. It had no<br />
significant opposition within<br />
the voting community.<br />
The measure would have<br />
provided $149 million dollars<br />
in bonds to relieve student<br />
overcrowding by building new<br />
schools, making repairs and improvements<br />
to existing schools<br />
throughout the District, and<br />
making the District eligible<br />
for State matching funds. As<br />
required by Proposition 39,<br />
passed by California voters on<br />
November 7, 2000, measures<br />
authorizing general obligation<br />
bonds must be passed by 55<br />
percent of voters in order to<br />
succeed. Measure C failed by a<br />
52.88 percent to 47.12 percent<br />
margin, missing passage by a<br />
little over 2 percentage points,<br />
even though carefully worded<br />
to include bond issuance at the<br />
lowest possible rates, annual<br />
review by a citizens oversight<br />
committee, that no bond funds<br />
be used for administrative salaries,<br />
and that all funds would<br />
be spent locally and could not<br />
be transferred to the state.<br />

thought it likely Measure<br />
C or a variant would be placed<br />
on the November 2006 General<br />
Election ballot and would likely<br />
pass if a larger General Election<br />
