portion, of allowances are auctioned or sold at some approximation of their<br />

market value, then a constra<strong>in</strong><strong>in</strong>g cap and trade system would actually generate<br />

large revenues.<br />

The distribution of these revenues is a matter of <strong>in</strong>tense political debate with<br />

groups argu<strong>in</strong>g for revenues to be used for different purposes, <strong>in</strong>clud<strong>in</strong>g<br />

compensat<strong>in</strong>g consumers fac<strong>in</strong>g ris<strong>in</strong>g energy prices, fund<strong>in</strong>g energy research<br />

and development, <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> low carbon <strong>in</strong>frastructure, fund<strong>in</strong>g ma<strong>in</strong>tenance<br />

of exist<strong>in</strong>g <strong>in</strong>frastructure, help<strong>in</strong>g energy <strong>in</strong>tensive <strong>in</strong>dustries transition, and<br />

reduc<strong>in</strong>g fiscal deficits.<br />

The transportation sector could be further affected if any revenues were<br />

re<strong>in</strong>vested <strong>in</strong> transportation to further reduce transportation emissions or<br />

compensate consumers fac<strong>in</strong>g higher fuel prices. For <strong>in</strong>stance, Congress has<br />

considered <strong>in</strong>vest<strong>in</strong>g cap and trade revenues <strong>in</strong> research on energy efficient<br />

vehicles, development of low carbon fuels, and <strong>in</strong>vestment <strong>in</strong> public<br />

transportation.<br />

An analysis of equity is <strong>in</strong>cluded <strong>in</strong> a recent Massachusetts Institute of<br />

Technology (MIT) study of alternative greenhouse gas control proposals. 151 The<br />

study found that carbon pric<strong>in</strong>g impacts lower <strong>in</strong>come groups more so than<br />

higher <strong>in</strong>come groups. Assum<strong>in</strong>g a carbon price of $15 per ton CO 2e, the<br />

<strong>in</strong>crease <strong>in</strong> energy prices as a percentage of <strong>in</strong>come ranged from 3.7 percent of<br />

<strong>in</strong>come for the lowest <strong>in</strong>come decile to only 0.8 percent of <strong>in</strong>come for the highest<br />

<strong>in</strong>come decile. The analysis also estimated the impacts of a “lump sum” rebate of<br />

all carbon revenues to all households, as the means to address equity issues.<br />

Rebat<strong>in</strong>g all revenues as a common lump sum would result <strong>in</strong> a 5.6 percent<br />

<strong>in</strong>come ga<strong>in</strong> for the lowest 10 percent of households to a 0.6 percent ga<strong>in</strong> for the<br />

highest 10 percent of households. Thus, a full rebate <strong>in</strong> equal amounts to all<br />

households, of the proceeds of carbon pric<strong>in</strong>g can elim<strong>in</strong>ate the equity impacts<br />

on the lowest <strong>in</strong>come groups. A similar effect would be expected at any level of<br />

price <strong>in</strong>crease.<br />

Research also has addressed other ways of offsett<strong>in</strong>g the economic impacts of<br />

higher energy prices on low and moderate <strong>in</strong>come households that would be<br />

associated with cap and trade or with a carbon tax. For example, <strong>in</strong>come tax<br />

rebates or employment tax rebates have been suggested. One article proposes a<br />

payroll tax rebate for Social Security and Medicare taxes as an offset to carbon<br />

taxes. 152 The Mov<strong>in</strong>g Cooler study exam<strong>in</strong>ed the equity implications of<br />

transportation pric<strong>in</strong>g systems such as a VMT fee. The study found that pric<strong>in</strong>g<br />
