<strong>Transportation's</strong> <strong>Role</strong> <strong>in</strong> Reduc<strong>in</strong>g U.S. <strong>Greenhouse</strong> <strong>Gas</strong> <strong>Emissions</strong>: Volume 1<br />

The <strong>in</strong>tent of pric<strong>in</strong>g carbon is to shift activities to lower carbon alternatives. The<br />

availability of alternatives to carbon-<strong>in</strong>tensive travel are crucial to the ability of<br />

pric<strong>in</strong>g strategies to reduce carbon emissions <strong>in</strong> the transportation sector without<br />

harm<strong>in</strong>g quality of life or the economy. These alternatives <strong>in</strong>clude purchas<strong>in</strong>g<br />

more fuel efficient vehicles, us<strong>in</strong>g lower carbon fuels, tak<strong>in</strong>g public<br />

transportation or <strong>in</strong>tercity rail, telecommut<strong>in</strong>g, carpool<strong>in</strong>g, and compact<br />

development that reduces the need to travel long distances. Without<br />

alternatives, consumers are faced with higher costs or reduced quality of life.<br />

FEDERAL POLICY OPTIONS TO ACHIEVE KEY<br />

STRATEGIES 14<br />

Individually and <strong>in</strong> comb<strong>in</strong>ation, many of the strategies discussed could<br />

significantly reduce transportation greenhouse gases emissions. As Congress<br />

considers policy options to pursue, it should be noted that the U.S. Department<br />

of Transportation has already committed to pursu<strong>in</strong>g susta<strong>in</strong>ability and livability<br />

<strong>in</strong> transportation programs and mak<strong>in</strong>g these issues central elements of the<br />

surface reauthorization legislation. These elements are critical to achiev<strong>in</strong>g a<br />

reduction <strong>in</strong> the GHG emissions of the transportation sector, more transportation<br />

choices, and lower<strong>in</strong>g household costs for transportation; while reta<strong>in</strong><strong>in</strong>g the<br />

unique characteristics of our neighborhoods, communities, and regions.<br />

A variety of the strategies discussed <strong>in</strong> this report are already reflected <strong>in</strong> DOT’s<br />

work as it cont<strong>in</strong>ues to focus on ways to reduce growth <strong>in</strong> VMT, <strong>in</strong>tegrate land<br />

use, transportation plann<strong>in</strong>g, and <strong>in</strong>vestment; and implement system efficiencies<br />

necessary to reduce GHG emissions from transportation. In addition, DOT is<br />

work<strong>in</strong>g on reduc<strong>in</strong>g aviation greenhouse gases <strong>in</strong>clud<strong>in</strong>g develop<strong>in</strong>g more<br />

efficient aircraft and eng<strong>in</strong>e technologies, adopt<strong>in</strong>g more energy efficient<br />

operational procedures, and advanc<strong>in</strong>g the use of renewable fuels.<br />

Build<strong>in</strong>g on this work and on the f<strong>in</strong>d<strong>in</strong>gs of this report, several categories of<br />

policy options can be applied to implement the strategies analyzed <strong>in</strong> this report.<br />

Each strategy—vehicle efficiency, low carbon fuels, system efficiency, and<br />

reduc<strong>in</strong>g carbon <strong>in</strong>tensive travel activity—would require government policies for<br />

implementation and to achieve GHG reductions beyond the bus<strong>in</strong>ess-as-usual<br />

scenario. This report does not provide recommendations. Instead, it analyzes<br />

the potential of each strategy and the policy options for implement<strong>in</strong>g them.<br />

Five broad categories of prospective policy action at the federal level are<br />

identified below that could implement the strategies analyzed <strong>in</strong> this report. The<br />

approaches discussed below may be pursued <strong>in</strong>dividually or jo<strong>in</strong>tly, and <strong>in</strong><br />

many cases would have synergistic or re<strong>in</strong>forc<strong>in</strong>g effects when implemented<br />

together.<br />
